This recognizes the Government’s international obligations towards the right to food and defines the right to food as: “The right of every person to have physical, economic and social access at all times to food of adequate quantity and quality, in accordance with cultural preferences, preferably of national origin, and biologically adequate, in order to sustain a healthy and productive life.”

Under the National Wages Consultative Council Act (No. 732) of 2011, as of 1 January 2013 (1 July for small businesses), the minimum wage for private sector employees was set at RM800 for workers in Sabah, Sarawak and Labuan, and RM900 per month for employees in peninsular Malaysia.

Collaboration with both private and public sectors at the local level, for example through public–private partnerships, is crucial to ensure that the adaptation planning process leads to transformative social learning, acceptance of adaptation solutions and resilient cities and municipalities: (a) The case studies reported positive outcomes in strengthening urban climate resilience through inclusive process-led social learning and innovation. In Stuttgart, for example, a scheme was initiated whereby residents could adopt a tree, resulting in 182 residents now looking after 500 trees;48 (b) Public–private partnerships often help harness the potential of local communities, which have a first-hand understanding of local climate conditions. (...) Economic and livelihood diversification could serve as an effective approach in creating settlements that are resilient to climate change: (a) Developing and implementing local strategies that create job opportunities, in particular green jobs, helps to engage public and private sectors. The only practical way for the police to acquire a larger number of fluent Tamil speakers is to recruit Tamil and Muslim officers.22 While it was sometimes argued that the low proportion of Tamils in the police force was inevitable, given the fear that the LTTE would target Tamil officers, it was acknowledged by informed actors that if the Government made such recruitment a priority, it could be achieved with meaningful financial incentives and preferences for promotion. D. Problems and possibilities in the role of the Sri Lanka Monitoring Mission 38. (...) Since it is the general public that has borne the brunt of the ceasefire violations it is unsurprising that so many complaints to the SLMM come from private individuals. The SLMM does not, however, provide public accountability. (...) One high-ranking official acknowledged to me that torture was widespread and problematic but then proceeded to note that while he could understand why police tortured “in the line of duty”, he felt it was completely inexcusable for police to torture in pursuit of private ends. This casual acceptance of torture is highly problematic.
