Having identified institutions whose operations mean that they are classified as mother and baby homes, the Commission may investigate instances of adoption at fewer than 20 locations only, 12 whereas illicit adoption was alleged to have been undertaken in hundreds of formal and informal settings, including in State maternity hospitals, through adoption agencies and between private individuals.13 The potential scale of the issue is demonstrated by the fact that, a few weeks after the Special Rapporteur’s visit, Tusla discovered 126 cases of falsified birth documents from a single religious adoption society, entailing an obligation to notify the affected adults.14 15. The Special Rapporteur welcomes the efforts of the Government, the private sector and civil society to address the issue of child sexual abuse material, including the growing threat of ICT-related abuse. The bill would also enable Tusla to keep a register of preferences of natural parents regarding being contacted, as well as of inquiries made by adopted people or their relatives for information.

The Special Rapporteur welcomes the possibility given to asylum-seekers of indicating a preference for the gender of the UKBA representative who will conduct the substantive asylum interview and the official who will be responsible for handling their claim. Although preferences indicated may not be accommodated for operational reasons, the Special Rapporteur welcomes the opportunity given to claimants to indicate the gender preference of the interpreter. 44. Reports suggest that approximately 17,000 visas are granted yearly to domestic workers, the vast majority of whom are women from non-European Union countries accompanying their employers and employed to undertake a range of activities in private households, including housekeeping and care work.

MAINSTREAMING OF NATIONAL ACTION PROGRAMMES AND THEIR CONTRIBUTION TO OVERALL POVERTY ERADICATION : EXECUTIVE SUMMARY
In October 2003, the CSLP was revised in order: • to ascertain the relevance of its initial objectives, in the light of the first results achieved and the new figure of poverty incidence; • to assess the need to widen the spectrum of priority sectors and readjust its strategy components accordingly; • to decentralize the CSLP process up to the first level (13 administrative regions of the country); and • to ensure a greater involvement of the private sector and civil society. The revision process was guided by the following principles: equity, coherence of actions, empowerment of the poor, reduction of inequities between men and women, levelling of regional disparities, and participation. (...) The lack of flexibility in some donors’ preferences and funding mechanisms cannot be influenced by the Government.

Since President Shavkat Mirziyoyev was elected in 2016, several decisive and ambitious reforms have been adopted by the Government to end 25 years of post-Soviet isolation, authoritarianism and serious human rights violations – markers of the previous era under President Islam Karimov – to “build a democratic State and a just society, where the priority is the implementation of a simple and clear principle: human interests come first”.1 Thus far, many reforms have focused on the economy, through market and tax reforms, including through a new agreement for a scheme of generalized preferences signed with the European Union, and measures to reduce poverty with the aim of becoming a middle-income country. (...) Regarding the above-mentioned national risk assessment, the Special Rapporteur notes that it endorses controlled access to departmental databases for government agencies and the private sector. She highlights the significant risks of violations of privacy rights protected by article 17 of the International Covenant on Civil and Political Rights. She recommends that comprehensive data protection regulations apply to public measures against terrorism financing and any exchanges of information with private entities. 37. The Special Rapporteur acknowledges that significant capacity-building efforts have been expended on countering the financing of terrorism.
