Individual farmers include farmers who own their own land and those who till small plots of land provided by the State for their own consumption; b) The members of the 2,497 Basic Agricultural Production Units (UBPCs) are engaged in cooperative farming of State lands, which are provided free of charge for an indefinite period, and retain the proceeds of what they produce; c) The 1,099 Agricultural Production Cooperatives (ACPAs) are collective production enterprises of farmers who voluntarily combine their lands and means of production in order to work the land collectively; the proceeds are also distributed collectively; d) The 2,257 Credit and Service Cooperatives (CCSs) are composed of approximately 150,000 small farmers who retain ownership of their land, means of production and harvests and join together to produce, receive and make rational use of the material resources, financial credits, services and technical assistance provided to them by State enterprises; 1 These enterprises, UBPCs, CPAs and CCSs include those run by the Ministry of Agriculture and the Ministry of the Sugar Industry.

IMPLEMENTATION OF THE DECISIONS ADOPTED BY THE CONFERENCE OF THE PARTIES AT ITS EIGHTH MEETING: LEGAL MATTERS: ENFORCEMENT: NATIONAL LEGISLATION AND OTHER MEASURES ADOPTED BY PARTIES TO IMPLEMENT THE BASEL CONVENTION AND TO COMBAT ILLEGAL TRAFFIC
· Accordingly, the project seeks to (i) identify gaps and needs of the participant countries to form the basis for work under latter phases in the preparation of draft legislation or other measures implementing the Convention and, where relevant, the Stockholm and Rotterdam Conventions; (ii) produce tools to facilitate the development of legislative and regulatory measures to address obligations under the Basel Convention and, where relevant, the Stockholm, Rotterdam, Bamako and Cartagena Conventions, and to draft implementing legislation or regulatory measures for the participant countries; and (iii) develop training materials for agencies (competent authorities and focal points, legal professionals, enforcement agencies) engaged in implementation and enforcement, and to delivery training workshops on enforcement (...) · The Secretariat received the endorsement of eighteen countries that are classified as Least Developed Countries, Landlocked Developing Countries, or Small Island Developing States, expressing their desire to participate in the said project. · The Secretariat assisted the Government of Trinidad and Tobago in successfully raising funds UNEP/CHW.9/28 6 Subject matter Elements of the decision Status of implementation under the SAICM Quick Start Programme to undertake the activity in Trinidad and Tobago.

With the support of the Digital Culture programme, each Culture Point receives a basic multimedia studio enabling it to operate a radio station, register information in digital formats, produce videos, design websites, and use free software programmes. In the Aldea Te'Yikue in the municipality of Caarapó (Mato Grosso do Sul State), the independent expert visited the Teko Arandu do Sul culture point project, where Guaraní indigenous people benefiting from this programme produce videos in their own language, document their own cultural practices, and maintain contact with Guaraní communities in Bolivia and Uruguay, as well as within Brazil. Ensuring the cultural rights of persons belonging to specific cultural communities who differ from dominant majorities (Afro-descendent communities, indigenous peoples and other groups) implies providing them with the possibilities for bringing their own individual and collective cultural viewpoints to the shaping of cultural and social developments, while preserving in parallel those elements of their culture that they desire to maintain. It also implies promoting and protecting the rights of minorities and indigenous peoples recognized at the international level, which protect minorities and indigenous peoples' cultures understood as a way of life, including their language, religion and system of beliefs, traditions, customs and other artistic and cultural manifestations. 1.

It has been established that food insecurity in Benin stems not from the country’s inability to produce sufficient quantities of food, but from the increase in prices during the lean season, as a result of which the urban poor, and small farmers who sell their reserves A/HRC/13/33/Add.3 GE.09-17785 11 when prices are low and later find themselves obliged to buy back food at prices significantly higher than those they received for their crops, are deprived of access to sufficient and adequate food. 30. Producer access to credit could also be improved through warrantage or inventory credit systems, whereby short-term loans are secured against stocks of produce (representing a share of the harvest), which can be sold by the bank if the borrowers default. At the time of the mission, Benin was actively seeking investors for large-scale projects in addition to the energy services delivery project of the Directorate-General for Energy, which seems prompted by a genuine desire for integrated rural development. Enhance national capacities on food consumption data collection and analysis in order to produce reliable and statistically sound food security indicators and food and nutrient consumption statistics; 2. Adapt and include the FIES survey module in national surveys, analyze the data, and produce estimates of the prevalence of moderate or severe food insecurity. (...) At the time of writing, the Constitutional Court ruled in follow-up of the implementation of the sentence, in Auto 218 of 2006, that the Government’s reports were insufficient and ordered to produce more comprehensive and analytical feedback on the extent of its implementation of T-025/04, in particular by elaborating result indicators to demonstrate the progress achieved in the effective enjoyment of rights by the internally displaced. Furthermore, this kind of humanitarian support does not produce sustainable results, as many IDPs have been unable to improve their economic situation during the period when they received humanitarian and poverty alleviation support.
