Each of these pilot programs generates global environmental benefits (GEBs), including CCM, and several of the child projects under the programs also aim to enhance resilience. (...) To address this, Artsakh Government has undertaken wide range of social security programs to help the socially vul- nerable groups, such as poor families, elderly, disabled, un- employed, young families, refugees, etc. Thus, the highest share of public spending has been allocated to various so- cial security programs, though the amount of social spend- ing remains low in absolute terms and in terms of GDP (fig- ure 3). This indicator was close to the world average for middle income countries (2.9). 5 The national programs in immunization, maternal and child healthcare have helped to reduce mother and child and infant mortality rates.
