NHRC has already recommended the government of Nepal to eradicate the Kamalari (practice of bonded child labor at the home of loan giver in order to pay loan taken by the father of the child) and to rehabilitate children who have been victims of that practice. The State has to create an environment, which is conducive to enjoy their right to livelihood, self-identification, representation in making and implementing programs and policy that affects their lives. -----

(...) “State Program on poverty reduction and sustainable development in the Republic of Azerbaijan for 2008- 2015”, “National Strategy on development of the education in the Republic of Azerbaijan”, “State Program on socio-economic development of regions of the Republic of Azerbaijan A/HRC/33/NI/2 GE.16-15395 3 for 2014-2018 years”, “State Program on the development of demography and population growth in the Republic of Azerbaijan”, “State Program on development of the industry in the Republic of Azerbaijan for 2015-2020”, “Youth Development strategy for 2015-2025 years” etc. contribute to realization of this right in the country from its various aspects. (...) Unemployment decrease and poverty reduction were achieved due to successful implementation of these programs and strategies, state’s economic stability is sustainable.

The GEF has supported more than 300 projects and programs in the field of Sustainable Forest Management (SFM) since 1991. (...) In addition, the GEF acted as an observer at UN-REDD Programme Policy Board meetings and Forest Investment Program (FIP) Sub- Committee meetings. In these fora, the GEF has played an important role in continuously advocating the need for the creation of multiple environmental benefits in the frame of REDD-plus programs and projects. (...) The projects are categorized according to the six Strategic Programs that form the basis for mitigation programming for the GEF-4 period, as follows: 31 projects fall under Energy Efficiency in Buildings (Strategic Program (SP) 1); 13 under Energy Efficiency in Industry (SP2); 29 under Re- newable Energy (SP3); 21 under Energy Produc- tion from Biomass (SP4); 12 under Sustainable Urban Transport (SP5); and 10 under the LULUCF strategic program (SP6), respectively.5 There are also four projects supporting the preparation of the National Communication (Argentina, Brazil, Turkey, and Mexico), one project supporting Tech- nology Needs Assessment (TNA) in China, and one project supporting mitigation options of GHG emissions in key sectors in Brazil. 43.

This poses difficulties for judicial monitoring, family inquiries and the maintenance of family ties; • The centers are not governed by standards consistent with international norms required for the reception and care of children (physical and material standards, child/staff ratio, supervision quality, child safety and protection, program quality and complaint mechanisms in case of abuse or ill-treatment). (...) The absence of a protective family environment, drug addiction and juvenile delinquency are often the causes of institutionalization, especially with the lack of alternatives: • Due to the lack of a family policy (psychosocial, socioeconomic and parenting) and alternatives to institutionalization (difficult access to the Kafala and the lack of mechanisms regulating the host families), children without adequate family environment are held in child protection centres; • Drug addict children are treated as delinquents and are held in institutions that are not equipped for their situation and care; A/HRC/25/NI/8 GE.14-11760 5 • The deprivation of liberty, even for children who have committed minor offenses, is used as a first resort due to the absence of alternative measures and delinquency prevention programs. In conclusion, the findings of CNDH’s visits to the child protection centers show that the institutionalization of children in these centers is not compliant with the norms and standards of the UN Convention on the Rights of the Child. (...) This national policy should include: a child-friendly justice; comprehensive care and follow-up programs easily accessible to children in contact with the law, be they victims, witnesses, offenders or in difficult circumstances; family and parenting support programs; prevention; alternative measures to deprivation of liberty; and alternatives to institutionalization.
