This poses difficul- ties for judicial monitoring, family inquiries and the maintenance of family ties; • The centers are not governed by standards consistent with international norms re- quired for the reception and care of children (physical and material standards, child/staff ratio, supervision quality, child safety and protection, program quality and complaint mechanisms in case of abuse or ill-treatment). (...) The absence of a protective family environment, drug addiction and juve- nile delinquency are often the causes of institutionalization, especially with the lack of alternatives: • Due to the lack of a family policy (psychosocial, socioeconomic and parenting) and alternatives to institutionalization (difficult access to the Kafala and the lack of A/HRC/25/NI/8 GE.14-11759 5 mechanisms regulating the host families), children without adequate family envi- ronment are held in child protection centres; • Drug addict children are treated as delinquents and are held in institutions that are not equipped for their situation and care; • The deprivation of liberty, even for children who have committed minor offenses, is used as a first resort due to the absence of alternative measures and delinquency pre- vention programs. In conclusion, the findings of CNDH’s visits to the child protection centers show that the institutionalization of children in these centers is not compliant with the norms and standards of the UN Convention on the Rights of the Child. (...) This national policy should include: a child-friendly justice; comprehensive care and follow-up programs easily accessible to children in contact with the law, be they victims, witnesses, offenders or in difficult circumstances; family and parenting support programs; prevention; al- ternative measures to deprivation of liberty; and alternatives to institutionalization.

The Commission recommends the following to ensure prompt, effective, and survivor-centered response to gender-based violence, especially to women and girls with disabilities: (a) Guarantee adequate access to justice, particularly to protection orders, medical and psychosocial assistance, shelters, and rehabilitation programs, particularly for women and girls who are victims or at risk of gender-based violence, including those in detention and other institutions. (...) The government should also formulate post-pandemic programs and targets for women’s economic empowerment. (...) (e) The distribution of social amelioration programs in the Philippines have helped ease the financial burden of older persons.

The Near East Relief Committee, set up to provide humanitarian assistance to Armenian refugees, was the first large-scale modern humanitarian response program in the world. Today, I would like to pay special tribute to the first High Commissioner for Refugees of the League of Nations, Fridtjof Nansen, who is remembered by the Armenian people with love and great appreciation. (...) I should emphasize that the successful naturalization programs implemented by the governments of Armenia and Artsakh do not in any way solve the needs of the refugees to A/HRC/44/G/12 GE.20-09271 3 return to the places of their former residence or to receive compensation for property loss. (...) The implementation of humanitarian programs, the provision of urgent humanitarian assistance to the population in crisis situations must be carried out regardless of the circumstances, including the status of the territory.

The Interim Development Plan (2064-2067) clearly sets our priorities and programs to be implemented with an objective of reducing poverty and enhancing the wellbeing of the people. (...) This was due to the broad-based targeted and focused projects and programs implemented to reduce poverty in all its manifestations.

We endorse the Global Infrastructure Connectivity Alliance launched this year to enhance the synergy and cooperation among various infrastructure connectivity programs in a holistic way. We ask the WBG to serve as the Secretariat of the Alliance, working closely with the Global Infrastructure Hub (GIH), OECD, other MDBs, and interested G20 members to support its activities. (...) We recog- nize the role of family farmers and smallholder agriculture in development, and welcome the Good Practices on Family Farming and Smallholder Agriculture that identifies a set of policies, programs and tools that can prove useful to G20 members and beyond. We welcome the contribution by programs and initiatives that promote sus- tainable agricultural development, including the Global Agriculture and Food Security Program.

Since the independency, three documents of strategic importance were adopted by the Presidential Decrees and fundamental reforms on human rights have been realized: the first State Program on the Protection of Human Rights from 18 June, 1998, the first National Action Plan (NAP) on Human Rights in the Republic of Azerbaijan from 28 December, 2006, and the first National Program for Action to Raise Effectiveness of the Protection of Human Rights and Freedoms in the Republic of Azerbaijan from 27 December, 2011. (...) In whole about 60 state programs, strategies and concepts are in process in order to improve different spheres of the society in the country, especially the welfare of population also human rights protection and promotion. (...) As a new initiative, Ombudsman conducts hierarchic education on child rights study at the secondary schools that helps children to learn their rights and, at the same time, to teach the students of the lower classes as trainers. Teaching programs and modules have been prepared in this regard.
