A handicap of the sanitation sector is that programs are too often supply -driven, technically oriented and not based on adequate inclusion of beneficiaries, especially the ones furthest behind, in the development and implementation of projects and programs. Through the Australian Human Rights Framework, our national Government has committed to introducing a four year plan of ac- tions to be taken by governments to improve human rights through Australia’s domestic and foreign policies and programs. The NAP should be in place during 2012. Its develop- ment is a most welcome and long overdue development. 13. (...) Another recommendation related to the overrepresentation of Aboriginal and Torres Strait Islander peoples in the prison population.23 ACHRA acknowledges the efforts of the Australian Government in funding Aboriginal and Torres Strait Islander Legal Services (ATSILS) and diversion and recidivism programs. However, funding to ATSILS has con- tinued to fall well below funds received by legal aid commissions reducing Aboriginal and Torres Strait Islander peoples’ access to justice. (...) In Victoria, movements towards the A/HRC/19/NI/2 GE.12-10471 11 such as overcrowding, inadequate physical and mental health services, including drug and alcohol rehabilitation and harm minimisation programs, and lack of access to education. 43. In its 2011 Review of the ACT Youth Justice System 2011, the ACT Human Rights Commission found that the system has significant potential, but needs a clear vision, strong leadership and a greater investment in staff and programming for this potential to be real- ised.
