When cases of domestic violence are reported to the police, they are recorded under a range of different categories, such as assault, malicious damage to property, pointing a firearm, murder, etc. 16. Some studies have been conducted on the prevalence and forms of domestic violence, mostly on intimate partner violence, which is said to be the most common form of violence experienced by women. (...) It allows for the seizing of any arms or dangerous weapons; having a police officer accompany the complainant to a specified place to retrieve personal property; payment of emergency monetary relief; and restrictions on a respondent’s contact with a child. (...) It explicitly prohibits violence against women, female genital mutilation, the prevention of women from inheriting property and any traditional, customary or religious practice that impairs the dignity of women and undermines equality.

Article 4 Administration 4.1 Technical and administrative structure (a) The General Meeting and the Board of Directors shall determine and establish the technical and administrative management structure of the Indigenous Fund, in accordance with articles 3.2 (d) (vi) and 3.3 (c) (iv) and (x).This structure, hereinafter referred to as the Technical Secretariat, shall be made up of persons who are highly qualified in terms of professional training and expertise; this staff shall consist of no more than 10 persons — six professionals and four administrative staff. (...) (a) The Indigenous Fund shall have legal personality and full powers to: (i) Conclude contracts; (ii) Acquire and transfer movable and immovable property; (iii) Accept and grant loans and donations, offer guarantees, buy and sell securities, invest funds not committed for its operations and carry out the financial transactions necessary for the fulfilment of its purpose and functions; (iv) Bring legal or administrative proceedings and appear in court; (v) Take any other action required for the performance of its functions and the fulfilment of the objectives of this Agreement.

(...) There is therefore an urgent need to regulate the legal profession in order to ensure that qualified, professional representation is provided. (...) The alignment of public A/HRC/17/30/Add.3 GE.11-12931 16 defenders’ salaries with those of public prosecutors as part of the 2008 constitutional reform is clearly a step forward, as is constitutional recognition of accused persons’ right to a qualified, professional defence.24 72. In January 2016, a specialized high court was established in Colombo to expedite action on all cases pending under the Prevention of Terrorism Act. (...) Judges’ salaries are relatively low and reportedly fail to attract the most qualified people. Moreover, the salary scale applied in the lower judiciary is the same as that applied to other public officers.
