(...) Prior to sanctions, these facilities were, to some extent, supplied with medicines, ambulances and qualified personnel. In the 1990s, it was estimated that 85 per cent of the population had access to health care.29 32. (...) Additionally, the natural and legal persons also in breach of corporate social responsibility and business ethics code, contribute to the continuation of Armenia’s occupation against Azerbaijan and violation of fundamental rights, including rights of return and rights of property of million more Azerbaijani internally displaced persons who were subject of ethnic cleansing.

Authorities are often unable to enforce repossession decisions, particularly in cases of reoccupation of property, frustrating the legitimate aspirations of IDPs to regain their properties. (...) IDPs are not exempt from the property taxes that were introduced in 2011 and they are asked to pay them retroactively, even for properties that they do not occupy.
