In March 2003, the United States introduced sanctions on 77 individuals, blocking property and interests in property of the individuals listed, and of any other person (legal or natural) determined to be associated, owned or controlled by the individuals included in the sanctions list. (...) Prior to sanctions, these facilities were, to some extent, supplied with medicines, ambulances and qualified personnel. In the 1990s, it was estimated that 85 per cent of the population had access to health care.29 32. (...) Zimbabwe has experienced a serious loss of qualified personnel since the late 1990s, including doctors, nurses, pharmacists, engineers, scientists, researchers, educators and university professors.

This so called “decree” also declared that all property in Akhalgori belongs to the Tskhinvali occupation regime until a “citizen’s” right to that property is established in accordance with the so called “legislation”, effectively stripping ethnic Georgians displaced in 2008 of their property rights in the region.44 36.
