NATIONAL REPORTING
The Secretariat has continued to develop the electronic reporting system of the Basel Convention, including by adding functionalities for downloading reports and tables in Microsoft Office formats in order to facilitate their verification by Parties and for focal points to recover their details for logging into the system, as well as adapting the system to support the revised format for national reporting. (...) As at 30 October 2016, a total of 84 Parties (47 per cent) had reported for the year 2013 and 86 Parties (48 per cent) had reported for the year 2014 through the electronic reporting system. Details on the reporting and non-reporting Parties for each of those years are provided in document UNEP/CHW.13/INF/23. 8. (...) Requests the Secretariat: (a) To continue to develop the electronic reporting system, taking into account necessary modifications consistent with the revised format for national reporting as adopted in decision BC-13/[...], on the Committee Administering the Mechanism for Promoting Implementation and Compliance, and to support Parties in using it; (b) To include necessary modifications to the manual for completing the format for national reporting consistent with the revised format as adopted in the decision referred to in paragraph 6 (a) above; (c) To translate into English, subject to the availability of resources, any information submitted by Parties in their national reports in the official languages of the United Nations other than English and to incorporate such information into the electronic reporting system; (d) To make available in the six official languages of the United Nations, subject to the availability of resources, the practical guidance on the development of inventories of used lead-acid batteries, of electrical and electronic waste and of waste oils referred to in paragraph 2 (b) above to enhance its use by Parties; (e) To undertake, subject to the availability of resources, pilot projects to test the practical guidance on the development of an inventory of used lead-acid batteries, of electrical and electronic waste and of waste oils, referred to in paragraph 2 (b) above, and to prepare, on the basis of the outcomes of those projects and comments received pursuant to paragraph 2 (b) above, revised practical guidance; (f) To prepare, for consideration by the Open-ended Working Group at its eleventh meeting, a proposal for a list of hazardous waste streams for which additional practical guidance on developing inventories could be developed; (g) To develop, within available resources and taking into account existing guidance on the development of inventories, practical guidance on the development of inventories for the waste streams agreed upon by the Open-ended Working Group at its eleventh meeting; (h) To continue to provide, subject to the availability of resources, training to developing countries and other countries that are in need of assistance to meet their reporting obligations by organizing training activities in cooperation with the Basel Convention regional and coordinating centres or by other appropriate means; (i) To report to the Conference of the Parties at its fourteenth meeting on the progress of work on national reporting.

With regard to reconciliation, the domestic institutions including ONUR, OR and OMP are carrying out their respective mandates to provide relief to those affected by the three decade old conflict. All Sri Lankan communities including Sinhalese, Tamils and Muslims have been beneficiaries of these domestic processes. Details on the progress made by these institutions have been shared with the Office of the High Commissioner for Human Rights (OHCHR). (...) In the immediate aftermath of the Easter Sunday bombings in April 2019, the then Government instituted a nine member Parliamentary Select Committee (PSC) to inquire into this incident and provide recommendations to prevent future attacks.

That would not only protect women and girls, but also prevent and combat violence against women, provide adequate services to survivors of such violence, punish perpetrators and prevent that violence by addressing its root causes, its persistence and the toleration of it. States should collect and release every year data on the number of such killings, disaggregated by the age and sex of the perpetrators, and provide information on the relationship between perpetrator/s and victim/s and the prosecution and punishment of the former. (...) It also created a number of new crimes, particularly with respect to children and people with disabilities, and set up the national register for sex offenders, which records the details of those convicted of sexual offences against children or people who are mentally disabled and prevents those listed from working with either group.
