implementing universal design, while county governors monitor their actions.

(...) Since the deinstitutionalization process carried out in the 1990s, municipalities have
been responsible for ensuring the provision of most benefits and services to persons with
disabilities, either directly or indirectly through third-party providers. Such benefits and
services, which include housing, loan schemes, residential support, in-home support,
personal assistance and other community services to support independent living, are
regulated in the Health and Care Service Act, the Labour and Welfare Administration Act
and the Patients’ and Users’ Rights Act.

The Special Rapporteur also visited health-care and
education facilities and met with service providers from the Palestinian refugee camps of
Wehdat, Baqa’a and Jerash.
4. (...) During interviews with service providers, the Special Rapporteur was
informed of how some women, particularly in rural areas, are still pressured by
men to vote for the candidates who are supported by their families or their tribes.
(...) The Special Rapporteur visited Jerash camp, near Amman, where a large number of
ex-Gazan refugees live and where she met with refugee women, service providers, teachers
and young refugee students. Most of the interviewees are part of a third generation of ex-
Gazan refugees who were born and raised in Jordan.

She convened meetings with a broad range of civil society representatives, academics,
service providers and women’s legal centres, such as the National Association of Women
and the Law, the Barbra Schlifer Commemorative Clinic and the Canadian Feminist Alliance
for International Action. (...) Although the criminalization of violence against women in family, sexual assault and
immigration law is an important legal step towards tackling this epidemic, reports by service
providers for women victims of violence highlight specific victimization of women who
request State protection against violence, which is reflected in an increase in the laying of
charges against women who denounce alleged perpetrators whom they know. Service
providers have also observed cases in which the requirements of child custody arrangements
based on the “best interests of the child” test force women to have continued contact with
abusers, ignoring the violence committed by the former spouses.11

discrimination is due in part to delays in provider reimbursement, which creates an
incentive for providers to treat uninsured persons who can pay immediately out-of-pocket,
as opposed to treating insured persons for whom payment will not be immediate. (...) A network of correctly assigned responsibilities between
traditional birth attendants, emergency health-care workers and other service providers
must be developed in order to properly assess and assign responsibility for treating pregnant
women in need of emergency care or treatment for complications. (...) The number of qualified
abortion providers must be increased, particularly in rural areas, and there must be better
regulation in order to ensure that the procedure is only carried out by qualified service
providers.
