The Office of the Attorney-General reported that, by the time it requests saved data from the providers, that information had usually already been erased.

Accordingly, the Special Rapporteur recommends that this plan should be developed through a highly participatory process that includes other service providers, such as the rural water boards and representatives of civil society. (...) In El Salvador, the normative framework on requirements for water quality for human consumption sets out the respective roles of the service providers and of the Ministry of Health for monitoring and supervising water quality. (...) The National Water Mains and Sewers Administration and other service providers should systematically inform the Ministry of Health of the results of its water quality tests to enable it to conduct a more comprehensive assessment of any risk for human health. 61.

The national and local governments have the obligation to regulate both formal and informal service provision (see A/HRC/36/45, paras. 69–77) to ensure service providers’ accountability for non-compliance with the human rights to water and sanitation. 12. (...) However, the Special Rapporteur witnessed several situations where individual users were forced to rely on informal providers who sold water at a price that was much higher than that of formal provision. (...) The Special Rapporteur reiterates the need to have proper regulation of both formal and informal service providers. D. Quality and safety 37. The human rights framework requires that water be safe, namely, that it must be free from microorganisms, chemical substances and radiological hazards that constitute a threat to a persons’ health.

Furthermore, the need was stressed for transparent financing mechanisms and monitoring instruments to reach a balance between, on the one hand, affordability for the poor and, on the other, cost recovery for water service providers. Panellists also noted the need for efficient use of water resources in cities against the background of growing population and climate change, therefore the importance to live with nature in a river basin and recover, reuse and recycle water as much as possible. (...) The panel further noted the need for service providers to shift towards greater credit wor- thiness and the importance of concessional financing to help toward financial sustain- ability. (...) The panel noted the importance for ser- vice providers to look at blending public finance with alternative revenue sources, such concessional and commercial finance, as well as governance, regulatory and tar- iff challenges that need to be dealt with to make business models viable.

REPORT OF THE WORKING GROUP ON THE ISSUE OF HUMAN RIGHTS AND TRANSNATIONAL CORPORATIONS AND OTHER BUSINESS ENTERPRISES : ADDENDUM
The issue of private security providers came up frequently in discussions concerning conflict. The Government of the United States is a participant in the initiative on Voluntary Principles on Security and Human Rights, which aims to guide extractive companies in conducting risk assessments and engagement with public and private security providers in a way that respects human rights. The Working Group notes efforts by the United States to increase accountability with respect to implementation of the Voluntary Principles, enhance their implementation on the ground and increase transparency within the initiative, reflecting concerns that have been raised by civil society. The Government has also supported the development of the International Code of Conduct (ICoC) for Private Security Service Providers and is a founding member of the ICoC Association, a multi- stakeholder independent governance and oversight mechanism that aims to certify and monitor private security providers and provide a complaints procedure.
