These
detention facilities included: the police holding cells in the districts of Yerevan and Sevan;
prisons such as Aparan; Goris; Nubarashen and Vardashen; the Erebuni Detention Facility;
the National Military Detention Centre in Yerevan; the Abovyan prisons for juveniles and
women; the Yerevan Reception Centre for Migrants at Moldovokm Street and two
psychiatric facilities, Sevan Psychiatric facilities and Vanadzor Psychiatric facilities. (...) The Working Group was able to visit two psychiatric facilities outside Yerevan, the
Sevan Psychiatric Hospital and the Vanadzor Psychiatric Facility, and was able to meet and
speak with resident patients. The 2004 Law on the Psychiatric Service governs the
internment of patients in these institutions, by decision of medical commissions composed

According to the detailed follow-up response submitted by the Government, the process
to overcome the judicial psychiatric hospitals started in 2008 with the Decree of the President of
the Council of Ministers, which established the shifting of the responsibility of the penitentiary
health-care service to the regions.
51. On 31 March 2015, judicial psychiatric hospitals were closed, in compliance with the
deadline established by Law No. 81/2014. (...) With regard to the psychiatric system, the Working Group recommends that the
Government prioritize reform proposals to close the judicial psychiatric hospitals and
transfer their competence to regional substitutive health-care structures.

vitro processes, conditions which impose grave financial, physical and emotional risks for
women and their partners. (...) It is now well established that harm reduction interventions include opioid
substitution therapy, which is an extremely effective way to prevent HIV transmission and
improve the lives of people who inject drugs.33 Studies have indicated that patients under
methadone maintenance treatment and buprenorphine substitution therapy are more likely
to discontinue or considerably decrease their use of illegal psychoactive
substances.

While nearly all SHÇEK institutions are open, the rehabilitation centres have some
closed wards, i.e. persons accommodated in those wards are in fact deprived of their freedom for
their own protection.
17. Psychiatric hospitals also hold “involuntary patients”, both in open and in closed wards. A
large number of them are chronic patients who live “permanently” in psychiatric hospitals because
they cannot be released into life outside an institution and there is no other institution capable of
taking care of them.1 Psychiatric hospitals also have special wards for persons deprived of their
liberty within the context of a criminal proceeding.
(...) According to representatives of the Turkish Psychiatric
Association whom the Working Group delegation met, their number is around 3,000.

the cities and towns visited the Working Group had the opportunity to obtain information from and
exchange views with numerous judges and prosecutors, local officials of the prefectures and law
enforcement agencies, prison officials, psychiatric doctors, representatives of the organizations
administering centres for refugees and migrants. (...) The facilities holding persons deprived of, or limited in, their freedom visited included Rebibbia
