The absence of a comprehensive institutional and regulatory framework to ensure participation rights in processes led by public authorities or businesses has contributed to the creation of a range of modalities of participation, in which companies and public entities have wide margins of discretion on how to consult affected communities. To take steps to ensure the acceptance and the general public knowledge of the existing measures for the legal protection of children (31. (...) The teachers, coming from public schools, deliver lessons in classrooms specially adapted for the purpose in guarded centers, using the same instructional materials as those employed in public schools. In 1997, it started compiling the Outline of the Catalogue of Ancient Books of Chinese Ethnic Minorities. (...) Article 4 of the Regulations on Public Cultural and Sport Facilities promulgated by the State Council on 2 June 2003 stipulates: The State “supports the development of public cultural and sport facilities in ethnic minority areas, outlying and CERD/C/CHN/10-13 page 16 poverty-stricken areas and rural areas.” Thanks to the various projects on cultural infrastructure improvement, a fairly comprehensive public cultural service network is initially in shape in ethnic areas.

Then, on 2 June 2009, the Special Prosecutor for Public Order Affairs of the Ministry of the Interior filed a criminal charge against Mr. Pizango for the offences of obstruction of transport, communication and other public services (Endangering public safety and obstructing the functioning of public services) and breaches of the peace (Unlawful association). The Special Rapporteur takes note of the recent information provided by the Government that the public prosecutor’s office would initiate “a criminal investigation into murders and injuries of civilians by officers of the national police”. 30.
