We have wondered whether such a public discussion
might not be liable to disturb this most welcome
calm, and whether it would not be preferable if, in an
atmosphere free of passion and sheltered from blatant
publicity and from rivalries external to the issue, the
two parties were able, either directly or through the
Mixed Armistice Commission, to settle the difficulty
which divides them.
4. 1 was therefore especially happy to hear both
parties state that they intended to limit their remarks
to the particular question for which our meeting was
called, and that they had no wish to aw~en dormant
quarrels or revive old grievances.

Human Rights Commission.

While the seriousness of
the case and the publicity it generated has resulted in the detention of a number of alleged
perpetrators, in general, access to justice for victims of caste-based discrimination is
limited, with very few prosecutions taking place.12
22. (...) In 2011, OHCHR and the NHRC
advocated against the Government’s plan on the withdrawal of cases of human rights
violations, and produced three joint publications and five press releases, including a
publication on the NHRC bill. (...) That was the fourth time, at least, over the past three years that
members of Nepal’s Tibetan community have been detained under the Public Offences Act
or the Public Security Act and subsequently released, following an appeal to the Supreme
Court.

was generally recounted as a success story because the Christian churches in Sierra Leone
had reacted rapidly in rejecting the woman’s antagonistic message, thereby defending their

devotions during the school hours, the practice seems to be widespread. (...) Individuals and communities do not encounter
difficulties when bearing public witness to their faith and trying to attract new
followers.
