THE RIGHT TO EDUCATION : REPORT : ADDENDUM / SUBMITTED BY KATARINA TOMASEVSKI, SPECIAL RAPPORTEUR, IN ACCORDANCE WITH COMMISSION RESOLUTION 2002/23
1 The ongoing curriculum reform will inevitably address difficult questions of
how to describe different historical events and processes to schoolchildren. Much more publicity
focused on corruption. Inadequate access to justice was defined as a major deterrent to foreign
investment. (...) Komnas HAM will celebrate its tenth anniversary in 2003, but, many fear, as a
different institution.
7. Publicity for education during the Special Rapporteur’s mission revolved around its
cost. (...) What Indonesians call KKN
(corruption, collusion and nepotism) attracts even more criticism. As publicity for alleged
misdeeds revolves around huge sums of money, small-scale graft continues unimpeded.

EFFECTIVE FUNCTIONING OF HUMAN RIGHTS MECHANISMS : NATIONAL INSTITUTIONS AND REGIONAL ARRANGEMENTS : INFORMATION / SUBMITTED BY THE IBERO-AMERICAN OMBUDSMAN FEDERATION ; NOTE BY THE SECRETARIAT
An FIO delegation attended a meeting of the Commission, and the possibility was
raised of drawing up a cooperation agreement which would cover promotion, publicity, research
and training in human rights, as well as institution-building among the members of the
Federation.
(...) Participation in the course has
increased with each edition, thanks to the publicity campaign conducted through the FIO web
portal (www.portalfio.org) and the mailing list. (...) They reiterate the right of free access to public information, which is necessary for
promoting transparency, combating corruption and ensuring that citizens are able to hold their
governments responsible for the decisions that they take on their behalf, and that inhabitants can
take informed decisions and thereby participate more fully in public life.

REPORT OF THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS ON THE ACTIVITIES OF HER OFFICE IN GUATEMALA
The Public Prosecutor’s Office and criminal investigations
31. (...) The approval of the Law on Nominating Commissions is a significant step forward
to institutionalize processes for the selection of public officials, particularly regarding the
justice system, based on principles of transparency, objectiveness, adequacy, publicity and
participation. (...) Although initial measures have been taken, progressive mainstreaming of
human rights principles, in particular publicity, transparency and accountability, into these
social programmes is paramount.
