Cet article cherche à souligner le deuxième point en examinant le cas de l’Éthiopie, l’une des nations les moins urbanisées, qui connaît actuellement une transformation rapide.
En termes de structure d’établissements, l’Éthiopie est encore principalement rurale, sa population étant concentrée sur les hauts plateaux et dépendant de l’agriculture pluviale de subsistance. (...) Parmi les grandes transformations de l’Éthiopie mentionnées plus haut, nous soutenons que la pauvreté — l’insécurité alimentaire et celle des revenus dans le contexte d’une urbanisation rapide due à la pauvreté — et la nécessité de remettre en état l’environnement doivent être des questions primordiales devant être traitées rapidement dans tout mécanisme de production de l’espace architectural de grande envergure.

We in Ethiopia have been consistently demonstrating strong
political commitment and leadership to eradicate poverty through
promoting rapid and inclusive growth. Through our development
planning, we have created the opportunity to mainstream and effectively
implement global and regional development goals, including the Istanbul
Plan of Action.
Despite the rapid economic growth during the last decade,
however, there are structural issues which pose challenges for the
sustainability of our rapid economic growth. These challenges include
slow structural transformation of the economy and a poorly performing
export sector.

“I could not master the basic knowledge of rapid testing, including related rules and regulations, major techniques and the use of toolkits. (...) As part of the Improving agro-industrial practice and capacity for poverty alleviation in Quannan project, which began in early 2019, UNIDO has transformed the rapid-testing rooms in Quannan’s farmers' markets and has provided training on how to carry out effective rapid food-testing.
The rapid-testing room at the Jiangpanwan farmers’ market has been equipped with modern rapid testing instruments and reagents (chemicals that indicated the presence of a substance, usually by changing colour).

Appel à l'action
Afin d'accélérer la transformation numérique en ces temps difficiles, l'UIT invite:
Les États Membres:
à continuer de tirer parti des télécommunications/TIC en élaborant des politiques et des stratégies numériques pour s'adapter aux diverses difficultés qui pourraient être rencontrées et y remédier rapidement et efficacement;
à rendre compte des progrès accomplis au niveau national en mettant l'accent sur les cibles qui contribuent particulièrement à la transformation numérique dans le cadre du Programme Connect 2030 (cibles 1.4, 1.7, 3.1, 3.5, 4.1, 5.1), en fournissant des données et des statistiques, selon le cas, et en présentant des initiatives à faire figurer sur le Microsite du Programme Connect 2030 .
Les Membres de Secteur, Associés et établissements universitaires:
à continuer de faciliter la coopération et les partenariats dans des domaines tels que l'innovation, les infrastructures, l'investissement et le renforcement des capacités afin de promouvoir la transformation numérique pour tous et de réaliser le Programme Connect 2030;
à partager leurs stratégies fondées sur les technologies, en tenant compte des possibilités et des défis potentiels de la transformation numérique et de la façon dont ces moments difficiles, comme ceux que nous vivons en raison de la pandémie de COVID-19, peuvent être mis à profit pour connecter toute la population.
Toutes les parties prenantes:
à mener une campagne de sensibilisation concernant le thème de cette année, à savoir "Accélérer la transformation numérique en ces temps difficiles";
à mettre en avant la façon dont l'UIT et ses membres s'adaptent aux nouveaux défis et les relèvent au moyen des TIC;
à renforcer la coopération avec les gouvernements, les milieux d'affaires, les organismes des Nations Unies, la société civile et d'autres parties prenantes en période de crise;
à souligner avec force l'importance que revêt l'élaboration de stratégies numériques et d'autres initiatives fondées sur les technologies dans le cadre de la transformation numérique;
à tenir compte aussi bien des possibilités que des défis de la transformation numérique lorsqu'elles recherchent des solutions rapides et efficaces pour faire face aux différents problèmes auxquels le monde peut être confronté;
à faire part à l'UIT des difficultés ainsi que des enseignements tirés, des connaissances spécialisées, des lignes directrices, des exemples de réussite, des études de cas, des bonnes pratiques, des solutions, des publications et des politiques mises en place afin d'être mieux préparés aux futures situations de crise ( Annexe 2 ).

ILO: Digital technology disrupts the labour market in various ways and accentuates inequalities
At a conference of the EU Public Employment Services Network, the ILO discussed the rapid digital transformation affecting the labour market and the impact it has on skills, lifelong learning and inequalities.
(...) Thanks to digital technology, many workers were able to keep their jobs during the COVID-19 crisis.
“The rapid digital transformation we are experiencing does carry sizeable challenges,” said Ms Dasgupta. (...) Certain groups which are already disadvantaged, risk being further affected by the labour market transformation and disruption caused by digital technology, such as women, middle and low-skilled workers and workers with vocational training.
