The Minister for the Environment may permit the recovery of such raw materials as are covered by the Act on Raw Materials. Otherwise, the exploration and exploitation of resources as mentioned in paragraph 1, paragraph 2(1), may only be carried out under a concession granted by the Minister of Commerce in pursuance of the rules contained in the Act on the Exploration and Recovery of Raw Materials in the Subsoil of the Kingdom of Denmark.
(...) The Minister for Greenland shall exercise the powers laid down in paragraphs 2 and 4, in compliance with the rules contained in the Act on Mineral Resources in Greenland.
Paragraph 6(a).
If a sole rights permit is granted in pursuance of paragraph 2, subsection 3, the Minister for the Environment may revoke permits granted in pursuance of paragraph 2, subsection 1, clause 2, granted before the date of tabling the Bill, insofar as the sole rights permit relates to raw materials and areas covered by the earlier permits.

Due to the COVID-19 pandemic, Ukraine faces the worst recession in decades, potentially leaving more than 9 million people in poverty. (...) UNECE conducted a study on the “Guidelines and best practices for MSMEs to assure resiliency and progress towards a circular economy in sustainable resource management and critical raw material supply chain solutions in Ukraine” under the project “Global Initiative towards the post-COVID-19 resurgence of the MSME sector.”

The partnership will also support training and capacity building initiatives for the classification, reporting and sustainable management of energy and mineral resources in accordance with UNFC. Critical Raw Materials (CRMs) - such as lithium, nickel, copper, cobalt, manganese, graphite and rare earth elements - are essential to deliver on the Paris Agreement and Sustainable Development Goals (SDGs). In the build-up to COP27, UNECE and partners are mobilizing to address the challenges of meeting skyrocketing demand for these key resources in a sustainable manner, convening a Forum on Regional cooperation on enhancing sustainable management and financing for the critical raw materials required for low-carbon transitions (17 October), in partnership with the Egyptian Presidency of COP27 and the UN Climate Change High-Level Champions for COP26 and COP27.

The United Nations Framework Classification for Resources (UNFC)
is a global system used by countries, companies, and individuals to manage and report energy, raw
material resources, and geological storage. Establishing a complete picture of the current and future
supply base of energy and raw materials is necessary for effective and sustainable resource
management and policy development. (...) The Sustainable Development Goals (SDGs) require energy and raw materials for their timely
realization whilst ensuring sustainable production and consumption.

C. Controlled pricing of raw hides and skins
In those countries where the industry is still protected by bans on exports of raw hides and skins , the local industry is able to influence the pricing of raw materials as competitors from outside are excluded from the market.
(...) It provides a mechanism for determining prices and contributes to the best allocation of resources on a global basis. Open markets for raw materials are thus essential, particularly for those countries whose resources are limited.

Export restrictions of tanners' raw materials principally affect raw hides and/or skins for the benefit of the local tanning industry.
