(...) Prior to the outbreak of the economic and financial crisis in 2008, there was a sharp increase in demand for industrial goods, so also for raw materials. Although the overheated situation on raw materials market in 2008 has temporarily disappeared owing to the downturn, the issue of access to raw materials remains highly important for European industry. (...) A worrying trend is that countries that are rich in resources increasingly introduce discriminatory practices which limit availability of their raw materials to other markets in order to support their domestic downstream industries.

“The first major issue is the availability of reliable information necessary for making informed decisions about the supply of raw materials for the battery value chains in the EU,” said Peter Handley, Head of Unit, Resource Efficiency and Raw Materials, European Commission. (...) The European Commission therefore is using the United Nations Framework Classification for Resources ( UNFC ), developed at UNECE, to compare and consolidate information in a European battery raw materials inventory. (...) UNFC is fully equipped to deal with such secondary resources”. The European Commission’s recent experience in integrating EU-wide data on key battery raw materials according to UNFC will be presented at the UNECE Resource Management Week 2019, 29 April – 3 May, Palais des Nations, Geneva.

Tomorrow's model requires new priorities in optimization; (d) The United Nations Framework Classification for Resources (UNFC) and its expanded version under development, the United Nations Resource Management System (UNRMS), can be used to source critical raw materials from conventional and unconventional sources, either in multi-metal or multi-mineral deposits.2 7. The ECE study on “Guidelines and best practices for MSMEs to assure resiliency and progress towards a circular economy in sustainable resource management and critical raw material supply chain solutions” recommends establishing an international platform - MSME Raw Material Alliance for the Circular Economy (MRM-ACE).
