(...) Responding to this need, UNECE hosted a coalition of prominent energy professionals to train policymakers in sustainable resource management. Policymakers and experts from various EU countries participated in a dedicated UNECE Training Course on 4-5 April, to understand and learn how the United Nations Framework Classification for Resources (UNFC) can be applied in practice in primary and secondary raw materials. UNFC is a universally applicable scheme for the sustainable management of all energy and mineral resources. European Union countries are expected to embrace the harmonisation of raw materials within the UNFC classification as the first widely accepted natural resource management system for classifying, managing and reporting natural resources globally.

Georgiy Freiman Cheirman EC of PONEN, General manager «GeoMineProject» LLP Round table Development of the United Nations Resource Management System (UNRMS) for expansion of the investment potential of Central Asian and BRICS countries: Main goals and principles UNECE Tyumen Oil & Gas Forum: September 16, 2021 Tyumen, Russia The Reform of the Kazakhstan's mineral and raw material complex has been started in July 2018 with the introduction of the new Code "On Subsoil and Subsoil Use" 2 On the readiness of Kazakhstan to increase the development of the country’s mineral and raw material complex The Code “On Subsoil and Subsoil Use radically simplified licensing procedures the interactive map of subsoil use, available online, was introduced greatly facilitated access to historical geological information liberalized subsoil use procedures and consolidated the transition to CRIRSCO standards for Solid minerals the principle of the first application "first come - first received" was introduced, the terms were significantly reduced 3 Issued from above 2,000 new licenses for Solid minerals, mainly for prospecting and exploration work from 1996 to 2018 551 Subsoil Use Contracts for Solid minerals signed from 2018 г Positive legislative changes: • A large part of new licenses have been issued to junior companies for «green field» prospecting and exploration. • Thus, the fact that the investment attractiveness of subsoil use in the Republic of Kazakhstan increased is obvious. On the readiness of Kazakhstan to increase the development of the country’s mineral and raw material complex 4 The Geology Committee accepts reports prepared by PONEN Competent Persons in accordance with "The Kazakhstan Code of Public Reporting on the Results of Exploration, Mineral Resources and Mineral Reserves (KAZRC)" 7 15 23 0 10 20 2019 г 2020 г 2021 г Number of accepted reports by KAZRC Resources and reserves estimated in accordance with the KAZRC Code were put on the State balance sheet, including several objects, for the first time On the readiness of Kazakhstan to increase the development of the country’s mineral and raw material complex 5 Due to the widespread use of CRIRSCO standards, the requirements for quality control and reliability of exploration work have significantly increased. In exploration programs, all subsoil users, without exception, provide for standard QA / QC procedures On the readiness of Kazakhstan to increase the development of the country’s mineral and raw material complex 6 The mining and geological industry of Kazakhstan demonstrates positive changes, in connection with which favorable conditions have developed for moving in this direction and further: start implementation of UNFC and UNRMS to create conditions for a significant improvement in the management of the development of the Mineral and Raw Materials Complex of Kazakhstan On the readiness of Kazakhstan to increase the development of the country’s mineral and raw material complex On September 1, 2021, in his annual Address, the President of Kazakhstan Kassym Zhomart Tokayev announced the need to continue reforms in the mineral and raw materials sector of the economy, for which it follows: create an effective National Geological Survey 7 Further action plan to improve management efficiency of the Kazakhstan’s mineral and raw material complex The PONEN Executive Committee, as part of the continuation of the industry reform and the creation of the National Geological Survey, proposes at the first stage: - Associations KAZRC and PONEN, with the involvement of the Association of Mining and Metallurgical Enterprises (AGMP) and the Association of Industrial Geological Prospecting Organizations (APGO) Develop a Concept for the Application of the UNFC and UNRMS in the mining and geological industry of Kazakhstan 8 Further action plan to improve management efficiency of the Kazakhstan’s mineral and raw material complex at the second step: - organize a discussion of the Concept at the Geological Subcommittee of the National Chamber of Entrepreneurs Atameken, with the creation of a Working Group to develop a Roadmap and Implementation Program for the UNFC and UNRMS, with the involvement of stakeholders - contact the Working Group of the UNECE Sustainable Energy Division with a request for advice in the development of UNFC and UNRMS Phased Implementation Programs in the state management of the mining and geological industry of Kazakhstan. 9 Further action plan to improve management efficiency of the Kazakhstan’s mineral and raw material complex Thank you for your attention UNECE Tyumen Oil & Gas Forum: 16 September 2021 Tyumen, Russia

“Guidelines and Best Practices for MSMEs to assure resiliency and progress towards a circular economy in sustainable resource management and critical raw material supply chain solutions in Serbia” Consultant: Ms. (...) The Strategic document signed by Serbia and UN in 2017 clearly presents the possibility for implementation of the UNFC and then of UNRMS systems, i.e. global (voluntary) classification for resources and resource management systems (energy, water, land and other resources) in existing legislation and in the mineral raw material sector in Serbia. (...) This Rulebook categorizes reserves (quantity of mineral raw materials in situ, i.e. mineral resources) into A, B and C1 and into potential reserves of C2, D1, D2.
