REPORT OF THE [UNITED NATIONS] HIGH COMMISSIONER FOR HUMAN RIGHTS ON THE [ACTIVITIES OF HER OFFICE] IN GUATEMALA
The High Commissioner wishes to emphasize that States have an obligation not only to progressively realize such rights but also to respect and protect them, as clearly established by the Committee on Economic, Social and Cultural Rights.22 Accordingly, in addition to setting public policy, the State should regulate social relations, mediate in conflicts of interest and oversee the coverage and quality of public and private social services. 57. (...) The full development of the role of the State in respecting, protecting and progressively realizing economic, social and cultural rights can only be attained through the appropriate allocation of financial resources. (...) A substantial increase, comparable to the Central American average of approximately 16 per cent, would allow the State to better discharge its function of respecting, protecting and progressively realizing human rights, especially in areas with the most vulnerable and disadvantaged population. 80.
