During the two-week mission to Japan, the officials from Borno, Adamawa and Yobe states learned from the Japan’s experience of recovery through various engagements and tours of sites related to recovery organised by JICA, which has long experiences of training of Government officials from various countries visiting Japan. (...) UNDP’s interventions in the region supports three thematic areas; stabilization, early recovery and peacebuilding. The support for early recovery includes capacity building of national governance institutions including the state governments, for which purpose the study mission was organized.

The Sendai Framework, adopted by UN member States in March 2015, as a blueprint for reducing disaster losses places special emphasis on ensuring that capacities are in place for effective recovery. In January, the annual International Recovery Forum attracted 170 participants from 37 countries to Kobe, Japan, and much of the discussion centred around Priority Four of the Sendai Framework which notes that the recovery, rehabilitation and reconstruction phase is a “critical opportunity to ‘Build Back Better.’” (...) The participating countries in the International Recovery Forum were joined by representatives from international and regional organizations, NGOs, and academic institutions who shared their experiences in disaster recovery and reconstruction. (...) These contributed to delays in the recovery process.  From these lessons learned, she highlighted the importance of a multi-sectoral approach to the recovery process and the involvement of local government.

Entitled Leave No One Behind: For an inclusive and just recovery process in post-blast Beirut, the report seeks to inform post-recovery frameworks in ways that help reduce the likelihood of compiling losses on vulnerable groups. (...) The report also argues that post-blast recovery must be human rights based, participatory and grounded in accountability to ensure that the most vulnerable benefit from recovery efforts. UNDP is advocating that all recovery stakeholders integrate the guiding principles articulated in this report into their recovery plans and programming.
