Mr Chair, The International Federation recognises the ISDR definition of recovery and sees it as an opportunity to encourage and facilitate disaster risk reduction and recognise the need for both short term and immediate recovery measures. (...) From these we have identified the following shortcomings with incorporating effective risk reduction into recovery programming: • risk reduction is given insufficient priority in relation to other recovery needs and as a consequence drops down or off the recovery and reconstruction agenda. (...) Whilst the Federation adapted and developed some tools to support our work in recovery, much more needs to be done. We are therefore currently aiming to strengthen our capacity through the development of appropriate recovery policy and guidelines and in particular, strengthening the shelter and recovery skills in the Federation.

But that doesn’t mean the path to a green recovery will be easy. According to a recently launched  report  by the Global Recovery Observatory only 2.5 per cent of all COVID-19 recovery spending will have “positive green characteristics,” like reducing greenhouse gas emissions and protecting natural capital. The Observatory is tracking the fiscal rescue and recovery spending of the world’s fifty largest economies, to pin down the level of green spending built into rescue and recovery plans. (...) While some Advanced Economies and the European Commission account for most of the green recovery spending, the report warns that “for the vast majority of countries, recovery spending has been relatively low and minimally green.”

The experience from Japan since March 2011 demonstrates how crucial employment is in the post-disaster recovery process. The post 3.11 Earthquake recovery process thus offers an opportunity to collect and document practical examples of employment- and labour-related efforts in the natural disaster recovery context. (...) Efforts by the private sector actors deserve comprehensive research due to their unconventional and innovative recovery approaches to recovery. Project objectives This Japan Earthquake Project aims to collect and compile lessons and good practices from the recovery efforts in Japan and to share them with a wide circle of the international community. The purpose of the study tours is to: - Disseminate tentative and final research findings to and gather feedback from the recovery experts; - Provide opportunities for the recovery experts to share good practices and challenges in recovery processes directly with Japanese counterparts and community members; and - Help the recovery experts identify challenges and potential policy options in their respective countries.

The World Health Organization (WHO) urges countries and areas in the Western Pacific Region to invest strategically in sustainable health sector recovery from major disasters. Health sector recovery from a disaster should go beyond reconstruction and rehabilitation. (...) The recovery measures should embrace equity, address pre-existing inequities and inequalities, and prevent the emergence of new forms of inequities brought by national and international relief and recovery funding.
