The Sub-commission for the Promotion and Protection of Human Rights of the United Nations pronounced for a Project of Standards for the TNCs, taking into consideration the enormous changes and dislocation that the activities of the transnational corporations cause for the effective enjoyment of human rights: civil, political economic, social and cultural,. Practice shows that the conciliations tending to warrant, to a certain extent, the action of the Transnational Companies, do not contribute any other result than to redecorate their image without transforming radically the nature and objectives for which they were created and daily act thus a study by the International Labour Organization of about two hundred fifteen codes of conduct and twelve programs of social conduct relative to labour practices in the light of the internationally recognized principles and fundamental rights, it is revealed that these codes were extremely selective as concerns the incorporation of such principles. (...) • We support the suggestion of Europe Center – Third World (CETIM) and American Association of Jurists (AAJ) to the Commission of Human rights to constitute a work group of open composition, as is proposed in Resolution 2003/16 of the Sub-Commission on Promotion and Protection of the Human Rights, to improve the project of norms for the transnational societies, to save evident omissions and study the continuity of what was decided

SYSTEM OF SUBSISTENCE ALLOWANCE FOR STAFF MEMBERS OF LONG TERM MISSIONS
The experience on the Libyan mission has shown that staff who are assigned for periods of longer than one year, and thus wish to make semi-permanent housing arrangements, have relatively high installation expenditures for such items as redecorations, repairs etc. At the time the mission was established, the Secretary-General agreed that the staff would be given assistance in'meeting such costs, since the rules do not permit movement of household goods to mission areas, and has taken this factor into account in fixing- the mission per diem rate. .

The Advisory Committee noted, in particular, the consistent problem of delays and mounting costs and recommended that, when unavoidable cost increases arose, greater efforts should be made to seek compensating economies in other areas, taking into account thr:; budgetary limitations set for the project by the General Assembly. 3. The observations of the Advisory Committee on the construction costs, including architects' and engineers' fees and administrative expenses, have been kept constantly in mind and, as indicated in paragraph 13 below, these costs are being kept within the total estimate as submitted to the General Assembly last year. As to the restaurant itself, in order to keep costs within the limits of available resources, it has been decided to restrict the work to rearrangement of entrances, redecoration and refurnishing so as to raise the seating capacity from 160 to about 200 within the existing area of the dining room.
