IMAI provides tools (standardized guidelines and training courses to teach these guidelines) for rapid country adaptation and use in their efforts to achieve the 3 by 5 goals. (...) An interim version of these WHO IMAI guideline modules has been released for country adaptation and training courses are in development (see Human capacity-building plan for scaling up HIV/AIDS treatment2). Inadequate human and financial resources: One of the challenges to scaling up IMCI in countries has been reaching a large number of health workers through use of a time-intensive and costly course. To accelerate scaling up, some countries have adopted short IMCI courses that reach many health workers. (...) Health workers already trained in IMCI should be given a refresher course to acquaint them with the adapted materials. Health workers not already trained in IMCI should undergo a full revised course with both young infant and older child components.

THE REFERRAL BENCH of the International Tribunal for the Prosecution of Persons
Responsible for Serious Violations of International Humanitarian Law Committed in the Territory
of the former Yugoslavia since 1991 ("Tribunal");
NOTING that on 17 November 2006 the Referral Bench referred the present case to the authorities
of the Republic of Serbia in order that those authorities forthwith refer the case to the appropriate
court for trial within the Republic of Serbia, and further ordered the Prosecution to file an initial
report to the Referral Bench on the progress made by the Prosecutor of the Republic of Serbia in the
prosecution of Vladimir Kovacevic ("Accused") six weeks after transfer of the evidentiary material
and, thereafter, every three months, including information on the course of the proceedings before
the competent national court after commencement of trial, such reports to comprise or include any
reports received by the Prosecution from the international organisation monitoring or reporting on
the proceedings; 1
NOTING the "Prosecutor's Third Progress Report," filed on 14 December 2007, where it is
reported that on 29 October 2007 the Belgrade Military Medical Commission ("Commission"),
following an order by the Presiding Judge of the Out of Trial Chamber of the Belgrade District
Court ("District Court"), concluded the following: 2
• KovaceviC's mental disability is of a chronicle [sic 1 nature, so no Significant improvement is expected;
• The Accused is not capable to stand trial; and
• At the time of the commission of the alleged crime, the Accused was accountable;
NOTING that in light of the Commission's findings on 5 December 2007 the District Court
dismissed the indictment against the Accused pursuant to Article 349(1) of the Criminal Procedure
Code of the Republic of Serbia;3
NOTING the Prosecution's submission that:

Furthermore, the project organized training courses Domestic violence
indicators, referral guidelines, and risk assessment for judges in 65 administrative districts and
cities/towns, and produced four manuals on the following topics:
Domestic violence indicators, referral guidelines, and risk assessment
tools;
Treatment of women’s rights and domestic violence cases in compliance
with European standards;
Mass media campaigns to improve perception of gender equality among
and disseminate gender-based violence data to journalists covering
domestic violence issues;
On the elimination of domestic violence: how can social relations and

grounds of jealosy, family conflict and other domestic issues (1,026 in 2019, plus 973 in 2020, and
956 in January-September 2021).
In the course of professional development courses for the staff of internal affairs authority as well
as educational and training courses for them at special schools, a particular attention was paid to
the study and gaining experience in the field of practical aspects of human rights and freedoms
involving the specifics of behavioral patterns of sexual minorities, victims of human trafficking
and other vulnerable populations, and the techniques for the protection of those people, and the
provisions enshrined in the relevant international legal tools and national legislation. (...) In addition, Azerbaijan hosts seminars, workshops, training courses and conferences
that are attended by international experts.

The ICTY’s Appeals Chamber and its special bench for proceedings to consider referring cases to national jurisdictions, called the Referral Bench, decided this conclusively last July.
(...) Both accused argued that, according to the Prosecution’s allegations, the crimes were sufficiently grave, and the accused’s role sufficiently significant to justify trying the case before the ICTY.1 Milan Lukić’s counsel, for instance, referred to the Prosecution’s allegation that “Milan Lukić is considered to be perhaps the person who killed more people with his own hands than any other during the course of the Bosnian conflict.” (...) After the Referral Bench ascertained that Sredoje Lukić’s defence, and Bosnian authorities agreed with that proposal, the Referral Bench revoked its order to refer the case.
