Only about 300 of the 1,000 estimated
licensed recruitment agents in Sri Lanka are members of ALFEA, owing to a clause in the
2009 amendment to the Act which changed the mandatory requirement for all licensed
recruitment agents to join the Association. The draft Employment Migration Authority Act
provides that all licensed agents must become members of a new association which will
replace ALFEA, the National Chamber of Licensed Foreign Employment Agencies. The
Chamber will inter alia ensure the strict observance by its members of the Code of Ethical
Conduct for Licensed Foreign Employment Agencies.
40. Brokers, or sub-agents, who are not licensed or accountable to the Sri Lankan
authorities often engage in irregular recruitment practices.

RPT SR JUDGES LAWYERS / CONSULTATIONS PANAMA
The consultation brought together 22 participants from the judicial service,
academics, civil society, the Inter-American Commission on Human Rights and the
OHCHR Regional Office to discuss current challenges to the independent action of the
judiciary, such as procedures for the selection, appointment or election of magistrates and
judges in the region. (...) The Special Rapporteur’s initiative was well received by the participants, who
termed it necessary and appropriate, since comparative regional studies on the subject are
rare.
4. The Special Rapporteur thanks the Governments concerned for their extensive
cooperation, the experts for the information provided and the OHCHR Regional Office for
its assistance.
(...) The judges are appointed through a complex process
in which the Chief Justice of the Court is appointed and removed by a three-quarters vote of
the Member States of the Court on the recommendation of the Regional Judicial and Legal
Services Commission. The other judges are elected by a majority vote in the Regional
Commission.

Government believed that the 39 companies licensed fulfilled the security demands of the
country at the present stage and did not believe other companies would be licensed in the
immediate future.32 In addition, a cap of a maximum of 500 personnel for companies was
imposed.
48. The Working Group was informed that companies that were not licensed through
this process had to cease their activities accordingly or would otherwise be considered to be
illegal armed groups.

2011 (No. 189) and the Protocol of 2014 to the Forced Labour Convention, 1930, have also
not been ratified, while the Abolition of Forced Labour Convention, 1957 (No. 105) was
denounced in 1990.
30. At the regional level, Malaysia is a founding member of the Association of Southeast
Asian Nations (ASEAN). (...) It
requires all recruitment agencies to be licensed and to deposit a security bond, and limits
the amount of fees that can be charged for recruitment services. (...) It proposes and formulates policies and standard
operating procedures, raises awareness and engages with stakeholders at the national,
regional and international levels.

initiatives to combat trafficking.
