She also met with officials from the Departments of Health and Tourism, the National Bureau of Investigation (NBI), the Philippine National Police (PNP), the Airport Authority, the Commission on Filipinos Overseas (CFO), public prosecutors and members of the Inter-Agency Council Against Trafficking (IACAT). At the regional level, the Special Rapporteur engaged with members of the Regional IACATs in Cebu and Zamboanga, and the Autonomous Region in Muslim Mindanao (ARMM) Council Against Trafficking in Zamboanga. (...) A framework with specific tools for monitoring and evaluating results and performance of the various agencies, especially at regional and provincial levels, is yet to be formulated. (...) PNP operates through its regional, provincial, municipal, district and local police units countrywide.

These recruiters do not usually receive a regular salary but may charge the migrant worker or work on commission for several different employment agencies, sometimes for both licensed agencies and illegal agents simultaneously. (...) Irregular migration puts workers at higher risk of abuse at all stages of the process, may involve higher fees, and severely limits their access to redress. With over 400 licensed domestic employment agencies - and countless more illegal ones - the lack of effective government oversight and the bureaucratic processes concerned with labour recruitment increase the risks of exploitation of prospective migrant domestic workers. 19. Ratification of the Convention would provide a useful tool for the protection of migrant workers and create a legal framework within which other regional and bilateral agreements may be signed. 67.

The meeting brought together 15 anti-trafficking experts from law enforcement, the judiciary, international and regional organizations and United Nations agencies1 to work towards developing a shared understanding on how to effectively prosecute cases while ensuring that processes and procedures are grounded in human rights principles and contribute to the protection of victims, as well as to discuss good practices and ideas for future progress. (...) The Sneep case involved forced prostitution in licensed areas. During the course of the investigation, law enforcement officials were able to raise awareness about the problem of forced prostitution among government agencies and municipality officials. (...) It is estimated that 60 to 70 per cent of women working in the licensed prostitution areas in the Netherlands are forced.

The impact of these trends on regional integration was contradictory. On the one hand, as the modernized ağa system became an important element of alliances with political parties and successive Governments, the structure of traditional relations strengthened in the region. (...) Regional inequality has significantly curtailed the availability of educational and employment opportunities in the south-eastern/eastern region. Economic deprivation, coupled with sociocultural deprivation emanating from traditional patriarchal practices, put the burden of regional underdevelopment disproportionately on the shoulders of women in this region.
