LETTER DATED 29 MAY 2020 FROM THE PRESIDENT OF THE SECURITY COUNCIL ADDRESSED TO THE SECRETARY-GENERAL AND THE PERMANENT REPRESENTATIVES OF THE MEMBERS OF THE SECURITY COUNCIL
Underlines the necessity of taking a coordinated and cohesive approach to
Somali-led political and security reforms and thereby calls on:
(a) The FGS to drive forward and lead strategic coordination through regular
high-level meetings of the Comprehensive Approach to Security (CAS) or alternative
mechanisms, starting at the earliest opportunity, and for AMISOM, UNSOM,
UNSOS, the FGS and FMS to increase coordination and collaboration at all levels;
(b) International and regional partners, in coordination with UNSOM and
through the CAS including the military coordination mechanism, and other relevant
mechanisms, to coordinate and better align their support to AMISOM and Somalia in
line with the Security Pact and to enable delivery of the tasks set out in the updated
Transition Plan, including with respect to mentoring, training, equipment, capacity
building, and remuneration of police and military forces;

(c) The FGS, FMS, AMISOM, the UN, the AU and relevant partners, to in-
crease comprehensive joint planning, coordination, information sharing and strategic
communications led by the FGS, and for the FGS, AMISOM and UNSOS to undertake
inclusive and integrated planning on transition locations, joint operations, and stabi-
lisation activities in line with the tasks in an updated Somali-led Transition plan;
7. (...) Calls on the FGS and FMS to fully support the state and federal police
through effective training, equipping, and sustainment support, reiterates the critical
role police play to sustaining SNA operations aimed at securing and holding territory
and emphasises a professional and capable police force, able to contribute to provid-
ing security for civilian populations, is necessary for the FGS to fully implement the
STP;
29. (...) Requests the Secretary-General to keep the Security Council regularly in-
formed on the implementation of this resolution, in his regular reports requested in
paragraph 22 of resolution 2461 (2019), and in this regard further requests the Secre-
tary-General to assess in his regular reports,1) progress achieved on the priority
measures referenced in paragraph 2 of this resolution, 2) implementation of HRDDP,
and 3) UNSOS support to AMISOM, UNSOM and the Somali security forces;

rights and business, and the training needs of NHRIs to support their capacity to engage and
advise the corporate sector on human rights issues.

The Special Rapporteur commends the Government for introducing the 2012
technical and vocational education and training policy, in which it recognized the need for
skills-development training programmes. At the same time, the Special Rapporteur received
complaints that the skills training was inadequate and that migrant women especially would
benefit from enhanced skills training. (...) The provision of skills training would render domestic workers less vulnerable to abuse
in private households.

The Juvenile Division (Brigade des mineurs) is part of the national police force, with
15 employees in Moroni, but it lacks training and resources. It has no vehicles or cells in
which to place detainees during custody (garde à vue).
24. (...) Health professionals have no specific training in illnesses or
diseases that are common in prison populations. There are no regular medical check-ups of
detainees, and no regular screening programmes are implemented (for AIDS, tuberculosis,
hepatitis and so forth).

Awareness-raising activities, anti-discrimination
training for staff and the collection of disaggregated data on complaints are some of the key
measures that could be taken in this regard.
30. (...) Finally, the Special Rapporteur welcomes the work of the High Authority for
Audiovisual Communication in countering hate speech in the media, notably the guide that
it developed in 2018 in partnership with its counterparts from Côte d’Ivoire and Tunisia and
the International Organization of la Francophonie, entitled “Combating hate speech in the
audiovisual media: norms, jurisprudence, good practices and cases”, as well as the training
sessions it has organized with journalists – including on the margins of the December 2018
conference in Marrakech on the Global Compact for Safe, Orderly and Regular Migration –
to raise awareness about discrimination of all kinds. (...) Concerning the representation of Amazigh language and culture
in the media, the Special Rapporteur learned about progress made in relation to the
availability of Amazigh programmes, training for journalists, and the daily hours of
broadcasting in Amazigh.
