In addition, the Working Group expresses its gratitude to the associations of relatives of disappeared persons, the civil society organizations and, in particular, the relatives who provided information and testimonies. (...) In addition, it met with numerous national and international NGOs, relatives of victims of enforced disappearance, persons who have been the victims of enforced disappearance and other stakeholders in society, including former members and the relatives of members of the Peruvian security forces. 6. (...) In some cases, it is even left to the civil parties or the relatives to collect evidence or submit information.

The initial mandate of the Programme was to provide assistance, mainly social, to the relatives of disappeared detainees and victims of political execution whose remains had not been returned to their relatives. (...) The Working Group is particularly concerned about the information provided by some relatives of disappeared individuals and associations of relatives of victims concerning their lack of trust in the Human Rights Programme, and the absence of interaction of this Programme with the main associations of relatives of victims. (...) The relatives of the victims recognized by the Valech II Commission have the same rights.

During the visit, many relatives expressed frustration about the slowness of and delays in the process. (...) The Working Group emphasizes, in accordance with international standards, the importance of the participation of relatives throughout the search process and of keeping all relatives informed of the progress of the search, or lack thereof. (...) As a result, in many instances, only distant relatives were left to organize funerals and bury the remains.

The rights of the victims and relatives of persons disappeared at the hands of LTTE should be protected and restored equally. 10. (...) Most importantly, the Commission referred to the relatives of missing persons and affirmed their right to truth and to legal remedies. (...) The court gave instructions for statements from relatives who believe that their family members were buried at the site to be recorded.

In addition, the Working Group wishes to thank civil society organizations, associations of relatives of the victims of enforced disappearance and, in particular, the relatives who provided information and testimony. (...) This is an important factor for protecting the genetic information of disappeared persons and their relatives, especially in the case of the “Dirty War”, as some of the victims’ relatives have now died of old age. (...) For this reason, a number of victims, relatives and organizations supported its work and provided it with information.

The Working Group met a number of relatives of disappeared persons and also held several meetings with civil society organizations and lawyers. (...) The Working Group received little information on reparation programmes for relatives of the disappeared, most likely because such programmes do not seem to exist. (...) There is no place for the relatives to gather to remember their loved ones.

The Working Group also met with relatives of disappeared persons, representatives of civil society, including non-governmental organizations, human rights defenders and lawyers. (...) It did not seek to engage with the groups of relatives owing to the risk of reprisals and the atmosphere of fear surrounding disappearances from that period. 36. (...) The Working Group was informed that some families were unable to identify the bodies of their relatives or inspect the coffins before they were interred.

A/HRC/30/38/Add.1 6/22 GE.15-13904 relatives of the victims, no match has been found in those cases. (...) That is a significant barrier to the realization of the rights of the relatives of the disappeared. In the absence of such a law, the only possible way for relatives of the disappeared to potentially qualify for any compensation or pension as a war victim is to legally declare the disappeared relative dead. (...) The legislative framework provides for free legal aid to defendants, 4 but not to the victims of the offence and their relatives, which poses a serious challenge for some relatives of __________ 4 See art. 32 of the Constitution of the Republic of Serbia, 2006.

Even after DNA analysis and cross- checking with the DNA database, which contains blood samples from over 97 per cent of the relatives of the victims, no match has been found in those cases. (...) The Commission is in charge of cooperation with relatives of disappeared persons and their associations. 22. (...) That is a significant obstacle to the realization of the rights of the relatives of the disappeared. In the absence of such a law, the only possible way for relatives of the disappeared to qualify potentially for any compensation or pension as a war victim is to legally declare the disappeared relative dead.
