Mr. Chairman,
I have the honour to speak on behalf of the African group on agenda item 123: Programme Budget
for 2014-2015 in particular the progress in the construction of additional office facilities at the Economic
Commission for Africa in Addis Ababa, proposal for the renovation of Conference facilities, including
Africa hall and revised estimates relating to the programme budget for biennium 2014-2015.

The successful implementation of the construction of additional Office facilities project at the ECA
including renovation of conference building and especially the Africa Hall form a major part of our
Group’s interest.

The scope of the renovation of the lower floors within phase 1 has always been dependent on the financial outcome of the renovation of the main building. (...) The remaining, unfunded, renovation works are described as follows:
(a) Conference centre (CHF52.4 million):
(i) full renovation of rooms II, III, IV, V, VIII, IX and the Governing Body room,
excluding furniture but including all lighting, air handling units and building
management controls;
(ii) the interpreters’ booths in the abovementioned conference rooms will be
widened and renovated to meet agreed ISO-based standards;
(iii) renovation of the colonnade (replace single glazed windows with double glazing
and update lighting);
(iv) renovation of offices, in keeping with safety, comfort and quality standards
defined for the main building;
(v) renovation of the library infrastructure and finishes; and
(vi) renovation and fire safety code compliance works, other than the large bay
window emergency exits, in the conference rooms.
(...) What is clear to the Office is that, as with any renovation project, costs will only increase
over time.

Based on that, the Forum discussed pathways for renovation for a more effective system of industrial relations, including improving the industrial relations’ legal and institutional system which is associated with capacity building for industrial relations actors, and improving the performance of industrial relations government bodies and labour inspection. This renovation aims at harmonious, stable and progressive industrial relations, and ensuring rights and interests of workers and employers and common benefits of the society in full respect of the fundamental principles and rights at work as stated in the ILO Declaration 1998.

Mr. (...) Chairman, Distinguished Delegates,
The Secretary General’s report, A/74/328, highlights the progress made during the
reporting period on the renovation of the Africa Hall at the Economic Commission for Africa in
Addis Ababa, as well as the close-out of the New Office Facility project.
(...) The contract for the main renovation works was signed in May 2019. Currently, the
contractor continues to face difficulties in mobilizing resources for the project and, as such,
construction is expected to commence in the near future.

Subrayó que el lema del evento “transiciones energéticas justas e inclusivas”, es un imperativo para los países; es decir, un activo proceso de incorporación de más energías renovables (convencionales y no convencionales) que apunten a la descarbonización de la economía. (...) Posteriormente, se inauguró la Reunión de Alto Nivel de la CEPAL sobre Energías Renovables para la Adaptación y la Integración Regional, en el contexto de la V Reunión Ministerial de la Alianza de Energía y Clima de las Américas ECPA. (...) Consecuentemente, destacó que el sector energético es responsable del 45% de las emisiones (a diferencia del 76% que representa en el mundo), en consecuencia, se ha reducido la intensidad energética, pero definitivamente se debe incrementar la eficiencia sectorial
Finalmente concluyó que la Transición Energética debe ser inclusiva, renovable y sostenible basándose en cinco pilares i). incremento de la energía renovable en la matriz, ii). universalización del acceso a la electricidad basada en renovables, iii). incorporar mayor eficiencia de los sistemas energéticos, iv). gestión más sostenible de los combustibles fósiles y biocombustibles, y v). mayor complementariedad e integración entre los sistemas energéticos de la región.

With regard to the project for the renovation of the Africa Hall Building, the Advisory Committee notes the progress made towards the completion of stages 1 and 2 for the development of the concept and design. (...) In its report, the Advisory Committee makes a number of observations and recommendations to be taken into account in the next stages of the renovation project, including on lessons learned, project management, governance and oversight issues. (...) The Advisory Committee further recommends that the estimates for cost escalation and contingency for the renovation project should be estimated and managed in accordance with its previous recommendations on construction projects, that were endorsed by the General Assembly (see A/68/585 and A/65/808; General Assembly resolutions 68/247 and 68/247B).

Currently, the baseline for the renovation works is estimated to consist of External Works (1%); Works to the Existing Buildings (15%); Services (41%); Fittings Furnishings & Equipment (4%); Cafeteria Works (5%); Facilitating Works (2%); Superstructure (9%); Internal Finishes (11%); and Conference Room Renovation Works (12%). (...) The Renovation Construction Works are expected to be initiated on site by the selected vendor in June 2019 for an estimated duration of 40 months.

The United Nations General Assembly approved the establishment of the Strategic Heritage Plan (SHP) which includes the construction of a New Permanent Office Building (NPB) of approximately 22,371 m2, together with the complete renovation of the main Palais des Nations complex of buildings, much of which dates back to the 1930’s.
