Receivability of the representation Article 2 1. The Director-General shall immediately bring the representation before the Officers of the Governing Body. 2. (...) No representative or national of the State against which the representation has been made and no person occupying an official position in the association of employers or workers which has made the representation may be a member of this committee. 2. The Standing Orders relating to article 24 do not provide that representations relating to issues concerning which a representation has already been made or a similar issue are irreceivable. (...) In many cases, and especially when a representation is to be referred to the Committee of Experts, this would have the advantage of considerably speeding up the examination of representations. 27. (...) On the one hand, the proposal that legal issues raised by a representation be referred to the Committee of Experts would, as we have seen, entail closing the representation procedure at least provisionally.

The representative of the Government of Germany questioned whether the committee that might be entrusted with filtering representations would not be just as overwhelmed as the existing mechanism with the increase in representations and the need for it to determine which representations raised questions of fact or of law. (...) Such a committee should be entrusted with advising on two questions: first, the receivability of a representation and, secondly, the question of whether the representation had legal content. (...) There were no different kinds of representations. They all related to alleged violations and should be treated on an equal footing, except for representations dealing with freedom of association.
