Any eligible voters whose name is not yet included in the list may apply for their inclusion to the respective ward/ village tract sub-commission and a letter of amendment or letter of complaint concerning with the names and facts included in the voters list can be submitted to the respective sub-commission within seven days from the announcement of the voters list. Multidisciplinary teams were involved in the observations, including experts with the Bulgarian Helsinki Committee, District Prosecutor Offices, Regional Inspections for Public Health Protection and Control, clinical psychologists and pediatricians of the respective multiprofile hospitals for active treatment, employees with the respective municipal Social Assistance Directorates and representatives of municipal administrations. (...) Under the new standard any specialized institution or resident service must have a procedure devised for registration of death cases and must follow a notification sequence so as competent authorities, parents/guardians or trustees, and respective Social Assistance Directorate to be duly informed. (...) The desire of families to maintain contact with their child and the actual capability to do so have been screened, and as a result parents of 90 children have initiated to get in contact with them; parents of 30 children have telephoned the respective home looking for information about their child, and parents/relatives of 60 children have visited the home to meet their child.

The system for training of law enforcement personnel currently in place does not always meet the practical needs of the respective units and today’s requirements for the training of highly qualified specialists in this area. 57. Under each special proceeding, the Commissioner for Human Rights sends a response statement to the Prosecutor General of Ukraine, as well as to the head of the respective ministry and department; the Commissioner also keeps track of the measures taken for implementation of the response statements. 61. (...) Based on the results of the Ombudsman’s visits, several recommendations were sent to the Ministry of Health of Ukraine, and inquiries to the respective government agencies were made regarding systemic problems with observance of the patients’ rights in order to improve the law and restore the patients’ rights. 68.

APPEAL BY CROATIA AGAINST A FINAL DECISION OF THE ENFORCEMENT BRANCH OF THE COMPLIANCE COMMITTEE : NOTE / BY THE SECRETARIAT
These categories arise directly from the Con- vention and respective COP decisions (such as decision 7/CP.12). (...) In these cases, no objections were raised by relevant bodies of the Kyoto Protocol to such implementa- tion of COP decisions under the Kyoto Protocol whatsoever, except with respect to Croatia. Although Croatia sought and was provided with, flexibility identical to those of Bulgaria, Hungary, Poland, Romania, Slovenia and Iceland, for reasons incomprehensible to Croatia, the EBCC failed to recognize the respective flexibility under COP decision 7/CP.12, thus preventing Croatia from ac- complishing the 2012 emissions target. (...) Therefore, contrary to the EBCC’s perspective, it is beyond any doubt that the Parties of the Conven- tion never intended to restrict the nature of respective flexibility with respect to the initial GHG emissions of EIT countries, thus providing a clear and obvious foundation for resolving any Party’s particularities, including Croatia’s.

Also decides[, that in the context of the provision of adequate and predictable support, including financial resources and technical and technological support to developing country Parties, in accordance with national circumstances and respective capabilities] national forest monitoring systems, with, if appropriate, subnational monitoring and reporting as an interim measure as referred to in decision 1/CP.16, paragraph 71 (c), and in decision 4/CP.15, paragraph 1(d) should: (a) Build upon existing systems, as appropriate; (b) Enable the assessment of different types of forest in the country, including natural forest, as defined by the Party; (c) Be flexible and allow for improvement; (d) Reflect, as appropriate, the phased-approach as referred to in decision 1/CP.16, paragraphs 73 and 74; 5. (...) [Reaffirms [that] [the need for] adequate and predictable support, including financial resources and technical and technological support to developing country Parties, [in accordance with national circumstances and respective capabilities], [is useful] to develop capacities for measuring, reporting and verifying anthropogenic forest-related emissions by sources and removals by sinks, forest carbon stocks, and forest carbon stock and forest-area changes resulting from the implementation of the activities referred to in decision 1/CP.16, paragraph 70;] 9. (...) Agrees that, consistent with decision 12/CP.17, paragraph 7, results from the implementation by Parties of the activities2 included in decision 1/CP.16, paragraph 70, measured against the forest reference emission levels and/or forest reference levels should be expressed in tonnes of carbon dioxide equivalent per year; 2 As per decision 1/CP.16, paragraph 70, Parties undertake activities as deemed appropriate by each Party and in accordance with their respective capabilities and national circumstances, noting that significant pools and/or activities should not be excluded.
