MATTERS RELATING TO THE CLIMATE TECHNOLOGY CENTRE AND NETWORK : SELECTION OF THE HOST AND CONSTITUTION OF THE ADVISORY BOARD : DRAFT CONCLUSIONS / PROPOSED BY THE CHAIR
The advisory board of the Climate Technology Centre and Network (CTCN), with the aim of achieving fair and balanced representation, shall comprise [XX] members as follows: (a) [xx] government representatives, comprising a balanced representation from Parties included in Annex I to the Convention (Annex I Parties) and Parties not included in Annex I to the Convention (non-Annex I Parties); (b) The chair and vice-chair of the Technology Executive Committee (TEC) in an ex officio capacity; (c) Two additional members of the TEC, one from an Annex I Party and one from a non-Annex I Party, in an ex officio capacity, nominated by the TEC; (d) A representative of each of the operational entities of the financial mechanism in an ex officio capacity; (e) A representative of the management of the host organization of the Climate Technology Centre (CTC), in an ex officio capacity, nominated by the host organization; (f) A representative of the Adaptation Committee and of the Standing Committee in an ex officio capacity, nominated by the respective bodies; (g) Three members drawn from financial institutions, non-governmental organizations, and academic and business communities with relevant expertise in technology, finance or business, in an ex officio capacity, nominated by the host or- ganization of the CTC. 2. (...) Government representatives shall be nominated by their respective groups or constituencies and elected by the Conference of the Parties (COP). (...) Members of the advisory board referred to in paragraph 1(c) and (f) above shall serve for a term of two years and shall be eligible to serve a maximum of two consecutive terms of office, taking into account the term of office in their respective bodies. 7. (...) The investigation process and the receipt of the information on its results will be monitored through our respective diplomatic missions. The information on the investigation processes and their results will be regularly brought to the attention of the wider public.

Cooperative sectoral approaches and sector-specific actions should not be used to circumvent or undermine the differentiation made in the Convention between Annex I and non-Annex I Parties or modify their respective commitments and obligations. Actions by developing countries to control their greenhouse gas emissions in the framework of cooperative sectoral approaches or sector-specific actions represent modalities of their implementation of Article 4.1 of the Convention. (...) The principle of common but differentiated responsibilities and respective capabilities should incorporate historical responsibilities, current social and economic conditions and other national circumstances. (...) Comparability of efforts among developed countries should be based on undisputed scientific evidence regarding historically responsibilities, mitigation potential and respective capabilities. Comparability of mitigation commitments must express itself in magnitude, form and compliance requirements. 1.b.ii Elaboration of Nationally Appropriate Mitigation Actions (NAMAs) by developing countries on a voluntary basis should include, inter alia, descriptions of national circumstances and the needs for capacity building, mitigation technologies and financial support.

MATTERS RELATING TO CAPACITY-BUILDING UNDER THE CONVENTION, INCLUDING THE REVIEW OF THE PARIS COMMITTEE FOR CAPACITY-BUILDING. DRAFT CONCLUSIONS PROPOSED BY THE CHAIR
Priority area (a): enhancing coherence and coordination of capacity-building under the Convention with a focus on avoiding duplication of efforts, including through collaboration with bodies under and outside the Convention that engage in activities related to capacity-building, as appropriate and in accordance with their respective mandates: (a) Collating and reviewing current and planned capacity-building work of constituted bodies established under the Convention that implement capacity-building activities in order to provide an overview of capacity-building activities under the Convention, and regularly sharing this information with the constituted bodies; (b) Providing recommendations to the Parties on how to improve coherence and coordination of capacity-building and avoid duplication of efforts; (c) Liaising and engaging with bodies under and outside the Convention that are engaged in implementing capacity-building activities, as consistent with their mandates; 2. (...) Priority area (c): promoting awareness-raising, knowledge- and information-sharing and stakeholder engagement with bodies and relevant actors under and outside the Convention, as appropriate and in accordance with their respective mandates: (a) Collecting information from relevant sources, including the Durban Forum, on good practices, experience and lessons learned related to capacity-building, and disseminating this information, including via the capacity-building portal, with the aim of addressing gaps and needs related to implementing capacity-building; (b) Providing recommendations to the Parties on: (i) Enhancing the sharing of good practices, experience and lessons learned related to capacity-building among relevant bodies under and outside the Convention; (ii) Potential areas of collaborative work with those bodies whose work is relevant to the Paris Committee on Capacity-building and its workplan, within their mandates; (iii) How information from the Durban Forum can be utilized by bodies under and outside the Convention; (c) Organizing the annual Capacity-building Hub at the sessions of the Conference of the Parties; * This annex will be made available in all six official languages in the report on the session.
