REPORT OF THE SPECIAL RAPPORTEUR ON TRAFFICKING IN PERSONS, ESPECIALLY WOMEN AND CHILDREN, SIGMA HUDA : ADDENDUM
The Special Rapporteur thanks the respective Governments for their hospitality and collaboration in facilitating meetings with officials from various branches of Government as well as visits to State facilities, including deportation centres and labour camps. (...) She is confident that this visit is but a positive prologue to a constructive dialogue with the respective Governments on ways to address gaps and to reinforce the already existing, but not sufficient, measures. (...) Despite these and similar provisions providing for a legal framework to ensure that recruitment is carried out fairly and in full respect of the rights of foreign migrant workers, the Special Rapporteur was nevertheless informed that in several cases, the process of recruitment is what initiates the whole cycle of abuse and vulnerability of workers.

Priority actions for national human rights institutions NANHRI members identified three priority areas for actions to be undertaken by individual NHRIs within the African Region, as critical to making progress towards fulfilling their mandates to address business-related human rights issues: • Capacity-building of individual NHRIs concerning business and human rights, start- ing with the creation of a business and human rights focal point within each institu- tion, in line with the Edinburgh Declaration • Human rights education, outreach and sensitization in collaboration with relevant stakeholders in the UN framework and the Guiding Principles on Business and Hu- man rights, as well as the mandate of NHRIs in conformity with the Paris Principles to address business and human rights issues A/HRC/20/NI/4 GE.12-14191 3 • Integrating human rights and business issues into strategic plans and programmes of each NHRI, in order to guarantee adequate legal frameworks and funding for effec- tive implementation of respect for human rights in the private sector. (...) Actions to be collectively taken by the African Network of NHRI to support its members in the implementation of the UN “protect, respect, remedy” framework in their respective contexts.

Capacity building on these Principles and Guidelines will enable the National Human Rights Institutions advise their respective governments on any legislative reforms that are necessary to comply with international standards and in turn be able to train the military, the police and other law enforcement agencies like the judiciary on child rights and child protection procedures and mechanisms 8.

(NCHR) would like to point out its support to specific recommendations that were included in its annual reports on the status of human rights in the Kingdom • Including the explicit prohibition of discrimination on the basis of sex and gender within article (6) of the Constitution; • Amending the Nationality Act to grant Jordanian women the right to confer their citizenship on their children, and remove the reservation to article 9 of CEDAW with regard to granting equal rights to women with respect to nationality; • Adopting further affirmative action measures to increase the participation of women in the political life, in order to reverse gender imbalances, including by appointing a larger number of women to the judiciary and as senior level officials in the executive and judicial branches at the national and local levels; • Ensuring adequate and fair sentences in cases of killings of women committed in the name of “honour” (...) In this endeavour they will focus on how to alleviate the unequal status of women and girls in their respective societies with special focus on the obstacles –cultural, structural- that underpin such status.

The main objective of the project was to identify areas where the measurement of the activities of multinational enterprises could be improved. In this respect, the feasibility of having MNEs report in an integrated fashion to several national statistical offices (NSOs), taking into account the confidentiality legislation governing the respective NSOs, was to be evaluated. Therefore it appears crucial to focus not on distinct legal units but on the actually relevant economic decision units, which are enterprise groups, which are collections of economic units that, regardless of their respective organisation and legal form, are controlled by an overriding unit. 21.
