Several human rights treaty bodies, such as the Committee on Economic, Social and Cultural Rights, the Committee against Torture and the Committee on the Elimination of Racial Discrimination, have expressed concern in that regard and recommended domestication of the respective conventions into national legislation (see E/C.12/MUS/CO/4, CAT/C/MUS/CO/3 and CERD/C/MUS/CO/15-19). 16. The Elderly Person’s Protection Unit is supplemented by Elderly Watch, which was created in different parts of Mauritius to promote the welfare of older persons in the respective regions and provide support to families in need of assistance and protection for older persons. In this regard the Independent Expert wishes to stress that substituted decision-making should be replaced by supported decision-making in the exercise of legal capacity, which is essential for the respect of the autonomy of older persons and individuals’ right, in their own capacity, to give and withdraw informed consent for medical treatment, to access justice, to vote, to marry, to work and to choose their place of residence. 54.

REPORT OF THE WORKING GROUP ON ARBITRARY DETENTION ON ITS MISSION TO ARGENTINA
While the Working Group understands that the City of Buenos Aires and the provinces of Chaco, Mendoza, Misiones, Rio Negro, Salta, Tucuman and Corrientes have designated their respective prevention mechanisms, other provinces have not done so, or are in the process of constituting them. (...) The Working Group notes the positive inroads made in provinces, such as Chubut, to curtail the excessive use of pretrial detention. It encourages the respective authorities to continue with their efforts. (...) Development partners, on their part, will implement the IPoA by integrating it into their respective cooperation policy frameworks, programmes, and activities to ensure enhanced, predictable, and targeted support to LDCs, as agreed in the IPoA. It needs to be acknowledged that the number of institutions/agencies that should collaborate is necessarily large in view of the comprehensive nature of the Istanbul Programme and covers the UN system and other international organizations, intergovernmental and regional organizations, global partnerships, donor agencies, multi-stakeholder engagements, and South-South partnerships. 2 It must be emphasized here that none of the UN Organizations, funds and programmes and the global and regional development financial institutions mentioned in Table 2 have been consulted in framing their respective contribution in implementing the IPoA. This draft and suggested scheme is based on their existing mandates and the support they have been providing to the LDCs. (...) Central to these, however, is to adopt a set of indicators that are reliable, comparable across time and countries, and easy to collect and interpret. 23 E/ESCAP/68/23 24 Indicators reflecting these features are essential in assessing the degree with which actions taken by the Asia-Pacific LDCs and their development partners match their respective commitments needed for promoting mutual accountability.

Some delegations requested information regarding the state of the marine environment in their respective regions. The Working Group took note of the information provided by the Joint Coordinator. 9. The Joint Coordinator also drew attention to the five vacancies in the Group of Experts that remained to be filled by the respective regional groups, namely, two for the Group of Eastern European States and three for the Group of Latin American and Caribbean States. 10. (...) The Co-Chairs, while noting that 64 States had nominated national focal points for the Regular Process up to that point, urged the remaining States that had not yet done so to nominate national focal points and to bring the issue to the attention of their respective regional groups. In response to a comment regarding the disproportionately high representation of experts from the Group of Western European and other States in the Pool of Experts, one delegation suggested that new and innovative ways of communication also be used to reach out to experts from States that had not yet nominated experts, for example by contacting national universities and institutions, also noting that such an approach could help increase participation by experts, in particular from African States.

The Chairperson emphasized that a legal gap existed with respect to governing the activities of private military and security companies. (...) The round table would be aimed at (a) facilitating a critical understanding of the responsibilities of the different actors, including private military and security companies, in the current context, and their respective obligations for the protection and promotion of human rights and (b) reaching a common understanding as to which additional regulations and controls are needed at the international level, as requested in Human Rights Council resolution 7/21.
