Kapsou states that the publication of the judgment of the United Nations
Appeals Tribunal (Appeals Tribunal) on the website of the Office of Administration of
Justice (OAJ) has caused her “harm and distress” and has resulted in her still being
unemployed “because any prospective employer can simply Google search [her] name or has
web search[…] [her] name from any other search engine and found this URL posting by [the
Appeals Tribunal] with personal details and a Ruling which doesn’t even reflect the truth”.

It is a known fact that search terms in a general search engine can be triggered by
automatically generating a Universal Resource Locator (“url”) and, if cracked software
can trigger one web page opening, and the software remains loaded, it can trigger
multiple openings at different times. (...) Even if the Applicant used cracked software or visited
websites offering cracked software, this would not explain why he manually inputted the
specific search terms into Google and the search engines for pornographic websites.

27. At its second session, the Steering Committee endorsed the equipment of the Clearing
House with a search engine to ensure its efficient operation. (...) As a result of
the evaluation, the Fusion Bot search engine was selected as the best adapted solution for
THE PEP Clearing House. This sophisticated search engine has been used by UNECE for
more than 3 years with very good results.
