REPORT OF THE SPECIAL RAPPORTEUR ON THE INDEPENDENCE OF JUDGES AND LAWYERS ON HIS MISSION TO POLAND : NOTE / BY THE SECRETARIAT
On 8 October 2015, the outgoing Sejm selected five judges — three to replace judges leaving on 6 November 2015 and two to replace those whose tenure would expire on 2 and 8 December 2015. (...) The Special Rapporteur is concerned that selected judgments handed down by the Constitutional Tribunal have not yet been published in the Official Journal. (...) The criteria set out in article 17 (2) for the selection of the “acting President” of the Tribunal also appear to be arbitrary, “as someone with no meaningful experience in the judiciary but also in central government could be selected, while someone with a long experience in the Tribunal itself but not in ordinary courts could not be selected”.20 44.

RPT WG TRANSN'L CORPORATIONS / SURVEY CORPORATIONS
From these lists, a sample frame can be constructed that matches the profile of the target audience, and individuals can be selected at random to be approached to take part in the survey. 21. Both approaches are more resource-intensive than snowball sampling, in that they would rely on more than just an initial “seeding” for the survey to reach the target respondents. Selected companies may need to be contacted by telephone as well as e-mail, and respondents given the opportunity to complete the survey in this manner. 22. (...) When asked about the main mechanisms through which they had heard about the Guiding Principles, the majority of respondents selected: associations or networks; interaction with civil society and participation in events (See Figure 5).
