7:1 The Plenary had referred to the Technical Commission the air navigation parts of the Annual Reports of the Council to the Assembly for 2001, 2002, 2003 and the Supplement for the first six months of 2004 (Docs 9786, 9814, 9862 and Supplement).
7:2 The Commission noted, without comment, the work accomplished in the air navigation field during the past three years, as reflected in Chapter II and in related parts of Chapter I of the Annual Reports of the Council for 2001, 2002, 2003 and the Supplement for the first six months of 2004.

7:4 The Technical Commission reviewed A35-WP/129 presented by the Netherlands on behalf of the European Community and its Member States concerning progress made in the implementation of the Single European Sky. The Commission noted the intention of the Member States of the European Union to implement the Single European Sky, and invited the Council to take the necessary steps to support the introduction of this programme and to promote the required measures to integrate the implementation in Europe with the bordering regions, as well as to consider the European initiative for possible implementation in other regions.

It would therefore appear logical and justifiable to opt for consideration of this item using the single-discussion procedure, which would be justified in view of the special circumstances described in paragraph 1.
