For example, the Special Rapporteur was informed that the Ministry of Regional and Local Government continued to independently construct shared toilet facilities despite the fact that the sanitation strategy promotes the principle of one toilet per household. 30. (...) In the Havana area of Katutura, a pilot project using dry sanitation (Otji toilets) has constructed one toilet per household. Previously, one toilet was allocated to several households, but this led to the containers filling up too quickly, and thus the project was changed. (...) The Special Rapporteur visited the Clay House Project in Otjiwarongo, where the Otji toilet was designed and is manufactured. The Otji toilet is a dry sanitation technology which uses urine diversion and dehydration to dispose of human waste.

However, the other half had to walk some distance to use a toilet. When the Special Rapporteur asked how long it took, one girl said, with great precision, “four minutes. (...) If I am late coming back from the toilet, my mother scolds me.” The Special Rapporteur heard that there was a risk of kidnapping and children disappearing in the area. (...) Most refugees rent housing in which multiple families or extended family members reside together, leading to limited availability of toilet and washing facilities. In addition, such overcrowding affects the amount of water consumed in each household and the cost thereof.

Teachers often have to buy toilet paper and soap for the school with their own money because the allocated budget is not sufficient. (...) There have been initiatives to introduce composting toilets as a sustainable solution for an atoll island country with scarce water resources. A composting toilet is a dry toilet system in which the decomposition of organic, solid waste under controlled aerobic conditions produces a humus.

Yet, in 2016, only 62 per cent of schools had girls’ toilets that were available and useable.10 In one school the Special Rapporteur visited in Sarthara village, near Lucknow, no functioning toilets were available for the 130 students; two small toilet facilities with two urinals and one toilet each were being built. Access to sanitation must take into account not only physical access but also the number of people who use the toilet, the quality of the facilities, the proper management of faecal sludge and sewage and the safe transport and disposal of grey water. 33. (...) Such a broad understanding is warranted, as sanitation not only concerns one’s own right to use a latrine or toilet, but also the human rights of other people, who can be negatively affected when wastes are not appropriately treated or disposed of (see A/68/264).

When Palesa started primary school, she found it hard to use the large toilet seats made for adults and to urinate and defecate in a closed toilet, which she was not used to. (...) As the result of reforms in 2004, the water and sanitation facilities in some correctional services have been refurbished with a large leap from the bucket toilet to stainless steel toilet seats and individual water faucets in cells.

The high-security unit in Black Beach Prison was newly renovated and the physical conditions were of a high standard (the cells measured about 3,5 x 2,5 meters, contained a shower, toilet and sink, which were separated by a low wall, a bed, chair and fan, and all the prisoners were allowed to have some private items). (...) The detainees were confined to their cells for 24 hours and were not allowed to leave the cell to shower, bath or even use the toilet. The toilet opposite the cell was unusable and emitted an unbearable smell.
