The implementation of the intellectual property regime should be an integral part of the national smooth transition strategy, taking into account national circumstances, and assistance in this regard should be extended to the graduating country at an early stage; 48. The Special Rapporteur notes the information received that the HCCJ was given an additional building in November 2011, and hopes that this development will contribute to the smooth and independent functioning of the Court. 45.
