“Today, we need to move towards a comprehensive national strategy for children that preserves their rights while ensuring their protection,” said President Michel Suleiman. (...) The Plan is the culmination of over a decade of collaboration between the Government of Lebanon and the ILO ’s International Programme for the Elimination of Child Labour (IPEC) and builds on Lebanon’s 2005 National Strategy to Combat Child Labour.
In December 2012, the Council of Ministers issued Decree No. 8987 prohibiting the employment of children under the age of 18 in work that may harm their health, safety or morals.

The report illustrates that most of the Arab countries went through a process of premature de-industrialization, and therefore currently lack a solid manufacturing sector,” Salvai explained.
“The economic strategies in most countries in the region have focussed on low value-added service sectors or on financial and construction sectors. (...) The report recommends a set of policies for countries in the region to overhaul their national development strategies and prioritize productivity growth, diversification, and structural change in the post-pandemic recovery period.
The most urgent priority now is to focus economic strategies on diversification in oil-dependent countries and on broader structural change in non-oil dependent countries, the report maintains.

Successfully building a strong preventative safety and health culture will depend on strong commitment, collaboration and concerted action by governments, employers and workers and all stakeholders – it cannot be the sole preserve of experts. Effective strategies must, for example, embrace the training of workers.
(...) Many countries have started to implement them through a number of voluntary or regulatory mechanisms and have formulated national strategies integrating the management systems approach. (...) Throughout the last century, international labour standards have guided countries, in the words of the 1919 ILO Constitution, “to adopt humane conditions of labour” with the understanding that a failure to do so would becoming “an obstacle in the way of other nations which desire to improve the conditions in their own countries”.
