REPORT OF THE SECRETARY-GENERAL ON THE UNITED NATIONS OBSERVER MISSION IN BOUGAINVILLE (PAPUA NEW GUINEA)
It is
to:
‘(a) Chair the Peace Process Consultative Committee, which
will consult with the parties on the peace process in
general, and make preparations for. elections, in
particular,
@) Report on the security and the subsequent destruction of
the contained weapons;

of the Bougainville Constitution;
(d) In accordance with the amended Constitution of Papua
New Guinea, and if requested by any of the parties,
verify and certify substantial compliance by the parties in

(e) Perform other good offices, as appropriate, or when
requested to do so by the parties.’

otherwise result” (Section 50(2) (h)). It is clear that a substantial injustice results when an
accused person is convicted and sentenced to death without having the opportunity to put
forward an adequate defense with the assistance of a trained advocate.
