We need a preparatory process which is substantial,
inclusive and transparent and brings together all relevant stakeholders including
important public actors, such as the Multilateral Development Banks or organizations
like the IMF or UNCTAD. (...) In the process ahead we need
enough time for substantial discussions on how we can achieve this.

IMPLEMENTATION OF THE CONVENTION : CONVENTION TO COMBAT DESERTIFICATION : CONSIDERATION OF A DRAFT DECLARATION ON THE COMMITMENTS TO ENHANCE THE IMPLEMENTATION OF THE OBLIGATIONS OF THE CONVENTION : ADDENDUM : NOTE / BY THE EXECUTIVE SECRETARY
SUGGESTIONS OF INNOVATIVE WAYS TO MOBILIZE SUBSTANTIAL
FINANCIAL RESOURCES AND TO PROMOTE TRANSFER OF TECHNOLOGY,
KNOW-HOW AND CAPACITY-BUILDING
10. The need for financial resources to support action programmes to combat desertification
and/or mitigate the effects of drought in affected developing countries is substantial, but the
supply of resources is limited. Thus, the mobilization of substantial financial resources requires a
multi-pronged approach to remain a high priority of international community concerns, including
increasing financial resources from all sources as well as increasing the efficiency and
effectiveness of available resources and mechanisms.

SUMMARY RECORD OF THE 2815TH MEETING, HELD AT THE PALAIS WILSON, GENEVA, ON TUESDAY, 19 JULY 2011 : HUMAN RIGHTS COMMITTEE, 102ND SESSION
Une ONG a suggéré d'ajouter à la fin du
paragraphe la phrase suivante: "Restrictions are impermissible where they are over-broad,
meaning that they prohibit not only unprotected expression but substantial amounts of
permissible expression as well" (Les restrictions qui sont trop larges ne sont pas acceptables
, en ce sens qu'elles interdisent non seulement l'expression non protégée, mais également
une grande quantité d'expressions acceptables).
76. (...) Le Comité pourrait utiliser une phrase telle que "permissible expression in an
amount which is substantial in relation to the restriction’s scope" (expression acceptable en

actuelle.
