The State and the international community should support this historic opportunity, and not undermine it through forced eradication; more than 100,000 coca growers have in fact expressed their interest in substitution. While the State and donors have to date concentrated on the quantity of coca eradicated as the goal, criteria based on rights and the peace agreement and focused on crop substitution is required. 42. The forced eradication of illicit crops conducted by the Ministry of Defence in areas where voluntary substitution agreements have been signed, or were being considered, have triggered protests and clashes. The presence of illegal groups who have threatened, kidnapped and killed people supporting substitution (such as local activists, government workers and personnel of international organizations), coupled with the contradictory messaging created when communities interested in substitution have been subject to forced eradication, have pushed some communities into the sphere of influence of illegal armed groups and criminal organizations. 43.

Being fully aware of the health and social aspects of the problem, for several years the Voivodeship authorities have made efforts to introduce substitution therapy in the area of the Pomorskie Voivodeship. (...) None of 52 outpatient clinics or 8 permanent centres for treatment of addicts, including 8 centres for patients with AIDS, expressed their wish to introduce a substitution therapy. The proposed solutions consisting in establishment of a centre encountered difficulties in meeting the requirements of the Regulation of the Ministry of Health on specific conduct procedure in substitution treatment and detailed conditions to be met by a health care unit which provides substitution treatment. (...) Already in 2004, the authorities of the Pomorskie Voivodeship started negotiations with the Pomorskie Voivodeship Branch of the National Health Fund in order to plan an amount of money to be spent on substitution treatment of the patients, but due to organisational difficulties, no bids for providing such services were received in the tender procedure.

Each and every instance of commodity substitution is unique and must be carefully considered to ensure that the aim of measuring pure price change is respected, as far as practicable. (...) For the Italian CPI these include: seasonality, sales periods and high substitution rates. The Italian clothing basket is characterized by three types of products: composite products, simple seasonal products and simple products available all year round. (...) It is pointed out that there are number of difficulties in this approach including (i) treatments can vary a lot, (ii) protocols for treating disease can change over time, (iii) some changes in protocols may represent a quality change of the same protocol. Deciding when a substitution has taken place is a difficult task. Therefore, there may be a need to continue pricing the old and new treatment protocols after deciding a substitution has taken place.

Another conclusion was that the use of scanner data did not resolve the classical index problem of substitution and new and disappearing products, and that construction and use of proper classification might give an additional tool to solve these problems. 19. (...) It was stressed that the geometric mean was introduced not in response to the “formula bias” which was discovered in the 1990's, but rather as a means to reflect the consumer substitution in response to relative price changes, and thus approximate more closely a COLI.
