This is a revolution that is changing the state of the World enormously and we are yet to see an even
bigger revolution with the same possibility offered to the World’s population not only for telephony, but
for broadband access to internet, which means an incredibly broader range of applications and
possibilities.
This revolution has to be a success and what is required to ensure this success is access to spectrum for
mobile communications.
(...) Thank you for being here with us. I wish you a great success for this workshop.

Applications System Each of these applica- tions function between two or more process- sors with program- mable memory often across APIs
• 5G • Blockchain • Vehicle 2 Vehicle • Internet of Things • Cloud Computing
3www.isology.comNovember 2017
• When standards are defined between computers with programmable memory a new class (succession) of standards is possible.
• New adaptability standards do not fix data or control. They only negotiate which possible data and control functions to select.

Changes to Standardization Organizations
• Require adaptability standards in micro- processor-controlled interfaces
• Allow controlled IP only as an option in interface standards

It is also possible to implement projects and programmes as a South-South cooperation. (...) Involving private stakeholders and also the other cities from the African side is imperative. Success of this programme will depend upon how much the governments in these nations are willing to commit. Transferability to other cities So far in most of the 48 countries of Africa, it is the capital cities that have benefitted. It is possible to transfer this concept to the other cities in Africa, where a majority of the people reside, and that would be the real success of this programme in Africa.

The Net Cash

Stage 2, t = T
At time T, there will be two possibilities:
• If the innovation process is successful, the administration will undertake the purchasing of the product,
under predefined economic conditions (C). (...) Estimates the probability of success (p)
Valuating the contract
Calculation of PV • Three cases:
1. (...) Valuating the contract
Benchmarking • Benchmarking assumes that the probability of success of the development phase will be the average
success rate of similar new product development processes.
• A useful reference is represented by the dataset reported in Lee and Markham (2016), according to
which the average success rate is estimated at 61%
Industry Success Rate
Capital goods 61.3%
Chemical and materials 56.5%
Industrial services 53.2%
Tech. hardware 54.0%
Software and services 66.5%
Consumer services 60.3%
Health care 59.4%
FMCG 51.1%
Valuating the contract
Analysis of the historical track record
In the analysis of the historical track record:
• The administration asks the potential supplier data on the success rates in its product
development processes.
• The average success rate of the supplier is then used as an estimate of the probability of
success for the IP.

It is recommended to present the indicators of success in a manner that is gender sensitive.
What are the information sources used for the indicators of success?
(...) The results are achieved through the successful implementation of project activities. The success of project implementation will be measured through the level of achievement.
(...) Indicators should be specific, clear, measurable and gender sensitive wherever possible

Technical Success Factors Economic Success Factors
Success Factors for “LTE” the Evolution of the IMT 2000 Mobile Standard
More capacity – highest possible spectral efficiency
Spectrum and bandwidth flexibility to accommodate deployment flexibility
20 MHz Blocks at minimum
Flat all-IP architecture with full multi-vendor “plug and play” capability
High levels of throughput alongside low levels of latency
End-to-end Quality of Service (QoS) – full network resource control
Integrated network security and encryption and differentiated Quality of Service
Backward compatibility with legacy networks and ability to eventually replace those
Cost per bit -- comparable to xDSL, at introduction and over time
Maximum reuse of existing assets – sites and site infrastructure
Minimal hardware changes – software defined evolution including radio
Easy to maintain and operate – self configuration and optimisation
A workable IPR regime – transparent, capped, ex-ante regime
Sufficient affordable spectrum

Use of digital dividend – possible WIN-WIN situation
Excerpt from the US spectrum table:
… …
Digital switchover broadens capacity of channels by factor 4 Demand for mobile services will rise (at the latest in about 10 years, see EC FMS study) If spectrum allocation would foresee flexible usage, demand could make the decision between
broadcast or mobile use The US-spectrum allocation is an example Possible outcome: Broadcasters gain more “channels” and mobile operators get more “spectrum”
