At this session, participants discussed general challenges for States in achieving successful prosecutions of trafficking cases. In the end, the victim who had originally been stigmatized benefited from a witness protection programme and vocational training and was able to provide strong testimony in the case.

One common pitfall highlighted was the misperception that few grievances was necessarily an indicator of success; • The design of the mechanism should be informed by stakeholder engagement, especially with those who may ultimately use the mechanism. (...) The discussion highlighted that engagement with stakeholders and rights-holders is a critical success factor for achieving meaningful results for vulnerable groups.

One of the recommendations (para. 2.40) was that a referendum on constitutional recognition should be held when it has the highest chance of success. So far, no model for such a referendum has been finalized, nor has a time frame been announced.3 IV.

At the invitation of the Government of Botswana, the Special Rapporteur on the right to education carried out a mission to Botswana from 26 September to 4 October 2005 in order to understand, in the spirit of cooperation and dialogue, how Botswana endeavours to implement the human right to education, the measures taken for its successful realization and the obstacles encountered both at the national and international levels. (...) Gender-based violence, together with early pregnancies, is a serious impediment not only to girls’ access to school, but to their successful completion of the curricula. The education system should tackle these issues in a more systematic manner. 20.

Various African peace processes had yielded positive results for the internally displaced, and the recent closure of the last IDP camp in Liberia was flagged as an important sign of success in the pursuit of durable solutions. Yet, Ms. (...) Regional harmonization was acknowledged as essential to successful responses to both internal and cross-border displacement in West Africa. (...) The Government of Sierra Leone’s ownership of the process was an essential ingredient for success. The Government established governmental institutions, such as the National Commission for Social Action (NaCSA)， with responsibility for supervising, coordinating, and planning durable solutions.

Several speakers also echoed the keywords partnerships and community involvement for successful water management. Action Panel 1.3 on Water Quality and Ecosystems Co-organized by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Stockholm International Water Institute, the key messages from this panel included that users, consumers and polluters of water resources from agricultural, industrial, energy and touristic areas need to exchange information, collaborate and identify shared objectives to protect water resources and ecosystems. Action Panel 2.2 on Water-related Communication, Advocacy and Networking Co-convened by the United Nations Department of Economic and Social Affairs and UN-Water, the session concluded that different stakeholders need to consider aligning their advocacy, communication and networking efforts and integrate bottom- up approaches. Successful advocacy efforts were stressed to require multi-sector coalitions and cooperation with the involvement of the public, the private sector, as well as major groups to avoid silos. (...)
