The Government also financially supports the Shack Dwellers Federation of Namibia, a community savings group which provides housing for the poor.29 In spite of the efforts made, concerns remain with regard to the slow pace and the lack of capacity of the local authorities to develop sufficient and affordable residential housing for low-income households.30 46. In 1992, soon after independence, Namibia established the Directorate of Adult Education to provide opportunities for adults, including older persons, to acquire the knowledge, skills and positive attitudes necessary to participate in socioeconomic activities of the country and improve their quality of life, taking into account the correlation between higher levels of education, financial resources and the likelihood of residential independence among older persons. 58. Patterns of disease and response to treatment and therapies of older persons differ from those of other segments of the population, and it is therefore important that sufficient numbers of qualified geriatric health professionals are available to ensure that older persons can fully enjoy their right to health.

An opportunity for taking corrective action has been presented through the review of the Canadian Environmental Protection Act, which could mandate ministers to establish binding caps on ambient air pollution and enact regulations to safeguard water quality.28 This would contribute towards addressing acute air pollution in hotspots. Failing to consider this, a province may remain within the provincial air quality levels yet communities in hotspots suffer inordinately higher levels of pollution than the general population, posing heightened risks to their life and health. 27.
