As a result, victim participation should be provided for, while in an innovative and sui generis format. Another suggestion was that a Truth and Reconciliation commission that runs parallel to the STCoA could be established.

REPORT OF THE SPECIAL RAPPORTEUR ON VIOLENCE AGAINST WOMEN, ITS CAUSES AND CONSEQUENCES, RADHIKA COOMARASWAMY, IN ACCORDANCE WITH COMMISSION ON HUMAN RIGHTS RESOLUTION 2000/45
The women were visibly upset by the Special Rapporteur’s suggestion. They informed the Special Rapporteur that they were very happy in their work and that they earned and saved enough money to keep their children and their parents back in the village. (...) One of the aims of the Special Rapporteur’s visit was to suggest new strategies for anti-trafficking work in the region, to recommend possible partnerships among players and the mechanisms for coordination of regional activities and, furthermore, to encourage States to develop an effective regional convention on trafficking, in line with current international legal developments and in particular the protocol to the United Nations Convention against Transnational Organized Crime which was agreed this year and opened for signature in December 2000. 29. (...) Such experience seems to suggest that anti-trafficking legislation should be targeted; it should focus on trafficking and the punishment of traffickers, and not on the victims.

VISIT TO SLOVENIA :REPORT OF THE SPECIAL RAPPORTEUR ON MINORITY ISSUES
As already mentioned, the lack of disaggregated data on ethnicity in Slovenia makes it difficult to assess the predicament of the Roma, although some unofficial sources presented during the current mission suggest their rate of unemployment is as high as 98 per cent. 37. (...) Although relevant disaggregated data are lacking, the Special Rapporteur did learn of a study on education conducted in 2006, which showed that, while 11 per cent of the general population (and 17.3 per cent of those who were blind) held a university degree, only 0.9 per cent of the deaf community did. One suggestion was that this was linked to the inability or refusal to teach in Slovenia in the language of the deaf community, sign language, and the apparent continuing tendency of teaching mainly orally in vocalization. 51.

REPORT OF THE SPECIAL RAPPORTEUR ON THE PROMOTION AND PROTECTION OF HUMAN RIGHTS AND FUNDAMENTAL FREEDOMS WHILE COUNTERING TERRORISM, BEN EMMERSON : ADDENDUM
There is therefore no evidence to suggest that that very broad offence has been, or would be, misused by the authorities. (...) He also referred to the suggestion of the Organisation for Economic Co-operation and Development that efforts at terrorism prevention should focus on grievances arising from inequality and social exclusion (A/HRC/20/14, para. 31).
