She was particularly grate-
ful that her delegation's suggestion for the inclusion
of a reference to the family had been adopted. (...) Even if a reference
to that right was particularly appropriate in the pro-
posed context because, ideally, a person should be
granted a nationality from his birth, the conclusion
might be drawn that the text in question was an ex-
haustive statement of the rights of the child, whereas
in fact children possessed other equally important
rights.
23. If the Chairman's suggestion was followed, he
would vote for the inclusion of an article on the
rights of the child; if there was general support for
the inclusion of such an article, his delegation would
then suggest that a working group should be established
for the purpose of drafting a text more representative
of the views expressed during the debate. (...) BAROODY (Saudi Arabia) said that the
suggestion, that the Committee should vote on the
question whether an article on the rights of the child
should be included in the draft Covenant, might lead
to a lengthy procedural debate, as had occurred in the
case of the draft Declaration on the Elimination of All
Forms of Racial Discrimination.

du point de vue de la procedure, le representant
du Royaume-Uni a parfaitement raison pour ce qui
est de la reouverture du debat. Toutefois, la suggestion
avancee consiste non pas a rouvrir la discussion
generale, mais simplement a permettre aux dele-
gations interess~es d'examiner cette question en prive
avant que la Commission n'aborde les clauses finales.

est toujours fermement convaincue que le deuxieme
paragraphe de l 'article premier devrait etre supprime
en totalite ou en partie, au gre de la Commission;

ELUCHANS (Chile) stated that the sponsors
of the proposal before the Committee had accepted
the suggestion made by the Syrian delegation, which
had become a sponsor of the draft. (...) The sponsors regretted that they could not accept

tions on States than the French text.

In response to one participant’s
suggestion that States could not be circumvented because they represented the people,
others pointed out that that view was State-centric in nature and would constrain the way in
which international solidarity should be discussed.

discussion as to whether the right existed. One suggestion was that focusing on a right to
international solidarity would give greater visibility to existing concepts, especially by
calling it international solidarity. (...) The view was expressed that the right could be defined as a right to policies being
adopted, or a “metaright”, which would be effected through impact assessments. Another
suggestion was to couch the definition in the language of the right of people to have States
act in solidarity to tackle common challenges.

12. The suggestion that the provisions of the Anti-Terror Law may severely limit the exercise of
the freedom of expression, association and assembly is groundless. (...) In other words, with the extension under exceptional
circumstances the total duration of remand cannot exceed 6 years. Therefore, the suggestion that
the duration of detention on remand may reach ten years for terrorist crimes is inaccurate and
reflects a misinterpretation of the provision.
(...) These acts, which were provacated by the terrorist organization
PKK/KADEK/KONGRA-GEL, did not constitute riots contrary to the suggestion in the report.
It is deplorable that the terrorist organization PKK/KADEK/KONGRA-GEL encouraged
deliberately the involvement and participation of children in these incidents, as a tactic, through
its provocation campaign.

The draft comments of the correspondence group as reflected in the letter to the Basel Convention Executive
Secretary are based on a suggestion that the Parties to the Basel Convention may wish to consider closer coordination
with the GHS in the context of defining the hazardous characteristics of wastes under the Basel Convention while
satisfying the needs of both international instruments. (...) It is also recognised that the hazards of wastes due to the impurities created
during the use of the chemical will need to be considered for hazard identification.

16. The Subcommittee suggests that the experts and secretariats of the Basel Convention and the SCEGHS may
wish to explore the relationship between hazard characterization of wastes under the Basel Convention and the GHS

classification system, and identify possible links between them. (...) The Subcommittee may wish to recognise that the H10 characteristic on liberation of toxic gases may involve
substances other than water (like acids), and thus may not be limited to cases where toxic gases are released in contact

27. The Subcommittee may wish to propose that GHS classification criteria for substances and mixtures which in
contact with water release toxic/corrosive gases be considered by the Basel Convention OEWG during its deliberations
